3131 Be It Enacted by the Legislature of the State of Florida: 18

3333 Section 1. Paragraph (b) of subsection (3) of section 20
3434 380.093, Florida Statutes, is amended, and paragraph ( e) is 21
3535 added to that subsection, to read: 22

5151 Plan; regional resilience entities. — 26
5252 (3) RESILIENT FLORIDA GRANT PROGRAM. — 27
5353 (b) Subject to appropriation, the department may provide 28
5454 grants to a county or municipality to fund: 29
5555 1. The costs of community resilience planning and 30
5656 necessary data collection for such planning, including 31
5757 comprehensive plan amendments and necessary corresponding 32
5858 analyses that address the requirements of s. 163.3178(2)(f). 33
5959 2. Vulnerability assessments that identify or address 34
6060 risks of inland or coastal flooding and sea level rise. 35
6161 3. The development of proje cts, plans, and policies that 36
6262 allow communities to prepare for threats from flooding and sea 37
6363 level rise. 38
6464 4. Preconstruction activities for projects to be submitted 39
6565 for inclusion in the Statewide Flooding and Sea Level Rise 40
6666 Resilience Plan which that are located in a municipality that 41
6767 has a population of 10,000 or less fewer or a county that has a 42
6868 population of 50,000 or less fewer, according to the most recent 43
6969 April 1 population estimates posted on the Office of Economic 44

7171 5. For coastal counties, saltwater intrusion vulnerability 46
7272 assessments pursuant to paragraph (e). 47
7373 (e) Under the Resilient Florida Grant Program, beginning 48
7474 July 1, 2024, the department may provide grants to coastal 49
7575 counties to conduct vulnerability as sessments analyzing the 50

8989 the preparedness of the county to respond to such a threat, 52
9090 including water utility infrastructure, wellfield protection, 53
9191 and freshwater supply management. 54
9292 1. Each saltwater vulnerability assessment must include 55
9393 all of the following information: 56
9494 a. The county's primary water utilities. 57
9595 b. Current maps of the county's freshwater wellfields and 58
9696 latest saltwater intrusion impact lines. 59
9797 c. Projections of saltwater intrusion over the next 60
9898 decade, including specific wells that may be impacted during 61
9999 that timeframe. 62
100100 d. An analysis of the costs necessary to relocate 63
101101 freshwater wellfields anticipated to be impacted, including 64
102102 current projects that are underway to reloc ate the freshwater 65
103103 wellfields. 66
104104 2. The department shall use the information contained in 67
105105 the county's vulnerability assessment to update its 68
106106 comprehensive statewide flood vulnerability and sea level rise 69
107107 data set under subsection (4). 70
108108 3. The department shall make available to the public, on 71
109109 the department's website, any appropriate information from the 72
110110 vulnerability assessment it receives from coastal counties 73
111111 pursuant to this paragraph. 74
112112 4. The department shall provide 50 percent cost -share 75

126126 paragraph. A county with a population of 50,000 or less is not 77

128128 Section 2. This act shall take effect upon becoming a law. 79
