HB 1183 2023 CODING: Words stricken are deletions; words underlined are additions. hb1183-00 Page 1 of 5 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S A bill to be entitled 1 An act relating to review of compensation for 2 legislators and Cabinet members; requiring the Office 3 of Program Policy Analysis and Government 4 Accountability to conduct research, analyze data, and 5 prepare reports containing certain information; 6 requiring such reports to be provided to the Governor 7 and Legislature by a certain date; providing 8 requirements for such reports; providing an effective 9 date. 10 11 Be It Enacted by the Legislature of the State of Florida: 12 13 Section 1. (1) The Office of Program Policy Analysis and 14 Government Accountability (OPPAGA) shall conduct research, 15 analyze data, and prepare and submit to the Governor, the 16 President of the Senate, and the Speaker of the House of 17 Representatives by December 1, 2023, a report containing its 18 findings and recommendations on whether the Legislature should 19 be full-time, part-time, or a hybrid thereof, and whether salary 20 increases for the members of the Legislature are appropriate. 21 (2) At a minimum, the report must include: 22 (a) A comparative analysis of the salaries of the members 23 of the Legislature to the salaries of the members of other state 24 legislatures, compiled in all of the follo wing ways: 25 HB 1183 2023 CODING: Words stricken are deletions; words underlined are additions. hb1183-00 Page 2 of 5 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S 1. A table listing each legislative body from highest 26 salary to lowest salary. 27 2. A table listing each legislative body and salary by 28 state, starting with the largest population and going to the 29 smallest population. 30 3. A table that lists e ach state legislature and 31 identifies whether the legislature is considered full -time, 32 part-time, or a hybrid thereof; lists the salaries of the 33 members of each state legislature; shows the number of days each 34 state legislature meets to conduct official bus iness; and 35 specifies if there is a cap on the amount of outside income the 36 legislators can earn. 37 4. A table listing each full -time legislative body from 38 highest salary to lowest salary. 39 5. A table listing each part -time legislative body from 40 highest salary to lowest salary. 41 6. A table listing each hybrid legislative body from 42 highest salary to lowest salary. 43 (b) A table that lists each state legislature; the 44 population of each state, from largest to smallest; and provides 45 the number of days each leg islature meets to conduct official 46 business. 47 (c) A comparative analysis of the amount of per diem, 48 travel expenses, and other allowances or reimbursements members 49 of the Legislature receive to the amount of per diem, travel 50 HB 1183 2023 CODING: Words stricken are deletions; words underlined are additions. hb1183-00 Page 3 of 5 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S expenses, and other allowances or reimbursements members of 51 other state legislatures receive. 52 (d) A comparative analysis of the salaries of the members 53 of the Legislature; the annual budget of the Legislature, from 54 largest budget to smallest budget; and the number of days the 55 Legislature meets to conduct official business to: 56 1. The salaries of the county commissioners in the state, 57 the annual budget of each county commission, and the number of 58 days that each county commission meets to conduct official 59 business. 60 2. The salaries of the city commissioners in the 25 61 largest cities in the state and the annual budget of the city 62 commission and the number of days that the city commission meets 63 to conduct official business in each of the 25 largest cities in 64 the state. 65 3. The salaries of each district school board member in 66 the state, the annual budget of each district school board, and 67 the number of days that each district school board meets to 68 conduct official business. 69 (e) The reasoning behind why the following st ates 70 instituted full-time legislative bodies and a cap on the amount 71 of outside income legislators can earn, while the salaries of 72 the legislators increased: 73 1. Maine. 76 4. New York. 77 5. Any other state OPPAGA deems releva nt. 78 (3) At a minimum, the recommendations in the report must 79 consider: 80 (a) The appropriateness of increasing the salaries of the 81 members of the state Legislature. If OPPAGA concludes that the 82 state Legislature should increase the salaries of its member s, 83 OPPAGA must provide recommendations on when and how the 84 Legislature should implement such changes. 85 (b) If the state Legislature should become a full -time or 86 a hybrid legislature, or remain a part -time legislature. If 87 OPPAGA concludes that the state Le gislature should become a 88 full-time or hybrid legislature, OPPAGA must provide 89 recommendations on when and how the Legislature should make 90 implement changes. 91 Section 2. The Office of Program Policy Analysis and 92 Government Accountability (OPPAGA) shal l conduct research, 93 analyze data, and prepare and submit to the Governor, the 94 President of the Senate, and the Speaker of the House of 95 Representatives by December 1, 2023, a report containing its 96 findings and recommendations on whether salary increases for 97 Cabinet members are appropriate after comparing their salaries 98 to the salaries of Cabinet members in states with similarly -99 sized populations. 100 HB 1183 2023 CODING: Words stricken are deletions; words underlined are additions. hb1183-00 Page 5 of 5 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S Section 3.
