28 | 28 | | traced back to 1865, when Jules Verne envisioned the state as 15 |

29 | 29 | | the launch site of the "C olumbiad" cannon in his popular novel 16 |

30 | 30 | | From the Earth to the Moon , and 17 |
---|
31 | 31 | | WHEREAS, in 1950, a rocket known as "Bumper 8" became the 18 |

32 | 32 | | first rocket launched from Cape Canaveral, and 19 |
---|
33 | 33 | | WHEREAS, in 1969, the National Aeronautics and Space 20 |
---|
34 | 34 | | Administration (NASA) and the crew of Apollo 11 undertook the 21 |
---|
35 | 35 | | first mission that would land humans on the surface of the moon 22 |
---|
36 | 36 | | after launching from the John F. Kennedy Space Center located on 23 |
---|
37 | 37 | | Merritt Island on Florida's east coast, and 24 |
---|
38 | 38 | | WHEREAS, Florida continues to be home to the C ape Canaveral 25 |

59 | 59 | | Monument would not only commemorate the past achievements an d 34 |

60 | 60 | | contributions of individuals who have made this state a leader 35 |

61 | 61 | | in space exploration, but would also serve in the future to 36 |
---|
62 | 62 | | inspire individuals to help maintain this state's role as such, 37 |
---|

65 | 65 | | Be It Enacted by the Legislature of the State of Florida: 40 |

67 | 67 | | Section 1. Section 265.009, Florida Statutes, is created 42 |

70 | 70 | | (1) It is the intent of the Legislature to recognize the 45 |
---|
71 | 71 | | importance of the role of this state, and its past, current, and 46 |
---|
72 | 72 | | future contributions, in space exploration; to honor this 47 |
---|
73 | 73 | | state's residents for their role in humanity's most daring 48 |
---|
74 | 74 | | journey of space exploration; and to honor the contribution of 49 |
---|
75 | 75 | | all individuals and their families who have gone unrecognized 50 |
---|

89 | 89 | | (2) There is established the Florida Space Exploration 52 |
---|
90 | 90 | | Monument. 53 |

91 | 91 | | (a) The monument is administered by the Department of 54 |
---|
92 | 92 | | Management Services. 55 |
---|
93 | 93 | | (b) The department, in consultation with Space Florida, 56 |
---|
94 | 94 | | shall establish a contest for individuals who wish to submit a 57 |
---|
95 | 95 | | design for the monument. The department and Space Florida shall 58 |
---|
96 | 96 | | appoint a selection committee to choose the design of the 59 |
---|
97 | 97 | | monument. 60 |
---|
98 | 98 | | (c) The department shall develop a plan for the design, 61 |
---|
99 | 99 | | placement, and cost of the monument. The plan must include the 62 |
---|
100 | 100 | | designation of an appropriate public area for the monument on 63 |
---|
101 | 101 | | the premises of the Capitol Complex as defined in s. 281.01, not 64 |
---|
102 | 102 | | including the State Capital Circle Office Complex. The 65 |
---|
103 | 103 | | department shall con sider the recommendations of the Florida 66 |
---|
104 | 104 | | Historical Commission as required pursuant to ss. 265.111 and 67 |
---|
105 | 105 | | 267.0612(9) and shall coordinate with the Division of Historical 68 |
---|
106 | 106 | | Resources of the Department of State in developing the plan. The 69 |
---|
107 | 107 | | plan must also include the dates for the design contest and the 70 |
---|
108 | 108 | | timeframe for the selection committee to review and select a 71 |
---|
109 | 109 | | design. The department shall submit the plan to the Governor, 72 |
---|
110 | 110 | | the President of the Senate, and the Speaker of the House of 73 |
---|
111 | 111 | | Representatives by July 1, 2024 . 74 |

112 | 112 | | Section 2. This act shall take effect July 1, 2023. 75 |
