2727 WHEREAS, Florida's history with space exploration can be 14
2828 traced back to 1865, when Jules Verne envisioned the state as 15
2929 the launch site of the "C olumbiad" cannon in his popular novel 16
3030 From the Earth to the Moon , and 17
3131 WHEREAS, in 1950, a rocket known as "Bumper 8" became the 18
3232 first rocket launched from Cape Canaveral, and 19
3333 WHEREAS, in 1969, the National Aeronautics and Space 20
3434 Administration (NASA) and the crew of Apollo 11 undertook the 21
3535 first mission that would land humans on the surface of the moon 22
3636 after launching from the John F. Kennedy Space Center located on 23
3737 Merritt Island on Florida's east coast, and 24
3838 WHEREAS, Florida continues to be home to the C ape Canaveral 25

5858 WHEREAS, the establishment of the Florida Space Exploration 33
5959 Monument would not only commemorate the past achievements an d 34
6060 contributions of individuals who have made this state a leader 35
6161 in space exploration, but would also serve in the future to 36
6262 inspire individuals to help maintain this state's role as such, 37

6565 Be It Enacted by the Legislature of the State of Florida: 40

6767 Section 1. Section 265.009, Florida Statutes, is created 42

6969 265.009 Florida Space Exploration Monument. — 44
7070 (1) It is the intent of the Legislature to recognize the 45
7171 importance of the role of this state, and its past, current, and 46
7272 future contributions, in space exploration; to honor this 47
7373 state's residents for their role in humanity's most daring 48
7474 journey of space exploration; and to honor the contribution of 49
7575 all individuals and their families who have gone unrecognized 50

8989 (2) There is established the Florida Space Exploration 52
9090 Monument. 53
9191 (a) The monument is administered by the Department of 54
9292 Management Services. 55
9393 (b) The department, in consultation with Space Florida, 56
9494 shall establish a contest for individuals who wish to submit a 57
9595 design for the monument. The department and Space Florida shall 58
9696 appoint a selection committee to choose the design of the 59
9797 monument. 60
9898 (c) The department shall develop a plan for the design, 61
9999 placement, and cost of the monument. The plan must include the 62
100100 designation of an appropriate public area for the monument on 63
101101 the premises of the Capitol Complex as defined in s. 281.01, not 64
102102 including the State Capital Circle Office Complex. The 65
103103 department shall con sider the recommendations of the Florida 66
104104 Historical Commission as required pursuant to ss. 265.111 and 67
105105 267.0612(9) and shall coordinate with the Division of Historical 68
106106 Resources of the Department of State in developing the plan. The 69
107107 plan must also include the dates for the design contest and the 70
108108 timeframe for the selection committee to review and select a 71
109109 design. The department shall submit the plan to the Governor, 72
110110 the President of the Senate, and the Speaker of the House of 73
111111 Representatives by July 1, 2024 . 74
112112 Section 2. This act shall take effect July 1, 2023. 75
