2222 Section 1. This act may be cited as the "Save Our Teachers 9
2323 Act." 10
2424 Section 2. Subsection (14) of section 1011.62, Florida 11
2525 Statutes, is amended to read: 12
2626 1011.62 Funds for operation of schools. —If the annual 13
2727 allocation from the Florida Education Finance Program to each 14
2828 district for operation of schools is not determined in the 15
2929 annual appropriations act or the substantive bill implementing 16
3030 the annual appropriations act, it shall be determined as 17
3131 follows: 18
3232 (14) CLASSROOM TEACHER AND OTHER INSTRUCTIONAL PERSONNEL 19
3333 SALARY INCREASE.—The Legislature shall annually apportion an 20
3434 amount of funds provided in the Florida Education Finance 21
3535 Program to assist scho ol districts and charter schools in their 22
3636 compliance with the requirement that the minimum base salary for 23
3737 full-time classroom teachers, as defined in s. 1012.01(2)(a), 24
3838 and certified prekindergarten teachers funded in the Florida 25

5151 Education Finance Program is at least $65,000 $47,500 or to 26
5252 provide salary increases to instructional personnel, as defined 27
5353 in s. 1012.01(2)(a)-(d), in a manner that best meets the needs 28
5454 of the school district or charter school. This subsection does 29
5555 not apply to substitute teachers . The amount and distribution 30
5656 methodology for the funding shall be specified in the General 31
5757 Appropriations Act. 32
5858 (a) The term "minimum base salary" means the lowest annual 33
5959 base salary reported on the salary schedule for a full -time 34
6060 classroom teacher. A fu ll-time classroom teacher may not receive 35
6161 a salary less than the minimum base salary as adjusted by this 36
6262 subsection. 37
6363 (b) A school district or charter school shall maintain the 38
6464 minimum base salary achieved for classroom teachers provided in 39
6565 the prior fiscal year and may not reduce the salary increases in 40
6666 any subsequent fiscal year. 41
6767 (c) Before distributing any additional funds received over 42
6868 the prior fiscal year, each school district and each charter 43
6969 school shall develop a salary distribution plan that cl early 44
7070 delineates the planned distribution of funds in accordance with 45
7171 modified salary schedules, as necessary, for the implementation 46
7272 of this subsection. 47

8888 school governing body, as appropriate, for approval. 51
8989 2. Each school district shall submit the approved district 52
9090 salary distribution plan and the approved salary distribution 53
9191 plan for each charter school in the district to the department 54
9292 by October 1 of each fiscal year. 55
9393 (d) Beginning August 1, 2024, and each year thereafter, in 56
9494 a format specified by the department, each school district shall 57
9595 provide a report to the department that in cludes a detailed 58
9696 summary explaining the school district's prior year's 59
9797 expenditures pursuant to this subsection. The report must 60
9898 include the amount of the increase to the minimum base salary 61
9999 for classroom teachers and the school district's salary schedule 62
100100 for the prior fiscal year and the fiscal year in which the base 63
101101 salary is increased. Each charter school governing board shall 64
102102 submit the information required under this subparagraph to the 65
103103 district school board for inclusion in the school district's 66
104104 report to the department. 67
105105 (e) Although district school boards and charter school 68
106106 governing boards are not precluded from bargaining over wages, 69
107107 the classroom teacher and other instructional personnel salary 70
108108 increase must be used solely to comply with the req uirements of 71
109109 this subsection. A district school board or charter school 72
110110 governing board that is unable to meet the reporting 73
111111 requirements in paragraph (d) due to a collective bargaining 74
112112 impasse must provide written notification to the department or 75
