An act relating to specialty license plates; amending 2 
s. 320.08058, F.S.; directing the Department of 3 
Highway Safety and Motor Vehicles to develop a Project 4 
Addiction: Reversing the Stigma license plate; 5 
providing for distribution and use of fees collected 6 
from the sale of the plate; providing an effective 7 
date. 8

Be It Enacted by the Legislature of the State of Florida: 10 
 11 
 Section 1.  Subsection (127) is added to section 320.08058, 12 
Florida Statutes, to read: 13 
 320.08058  Specialty license plates. — 14 
 (127)  PROJECT ADDICTION: REVERSING THE STIGMA LICENSE 15 
PLATES.— 16 
 (a)  The department shall develop a Project Addiction: 17 
Reversing the Stigma license plate as pro vided in this section 18 
and s. 320.08053. The plate must bear the colors and design 19 
approved by the department. The word "Florida" must appear at 20 
the top of the plate, and the words " Overdose Awareness" must 21 
appear at the bottom of the plate. 22 
 (b)  The annual use fees from the sale of the plate shall 23 
be distributed to Project Addiction: Reversing the Stigma, Inc., 24 
a Florida nonprofit corporation, as follows: 25

 1.  Up to 10 percent of the annual use fees may be used for 26 
the promotion and marketing costs of the license plate. 27 
 2.  The remaining funds shall be distributed with the 28 
approval of and accountability to the board of directors of 29 
Project Addiction: Reversing the Stigma, Inc., and must be used 30 
to promote and support awareness of and education about 31 
substance use disorder and mental illness. 32 
 Section 2.  This act shall take effect October 1, 2024. 33
