25	25	Be It Enacted by the Legislature of the State of Florida: 12

27	27	Section 1. Any portion of a meeting of the Task Force on 14
28	28	Public Safety in Urban and Inner -City Communities, as created by 15
29	29	HB 573, 2024 Regular Session, or similar legislation, at wh ich 16
30	30	exempt or confidential and exempt information is discussed is 17
31	31	exempt from s. 286.011, Florida Statutes, and s. 24(b), Art. I 18
32	32	of the State Constitution. This section is subject to the Open 19
33	33	Government Sunset Review Act in accordance with s. 119.15, 20
34	34	Florida Statutes, and shall stand repealed on October 2, 2029, 21
35	35	unless reviewed and saved from repeal through reenactment by the 22
36	36	Legislature. 23
37	37	Section 2. The Legislature finds that it is a public 24
38	38	necessity that any portion of a meeting of the Task Force on 25

51	51	Public Safety in Urban and Inner -City Communities at which 26
52	52	exempt or confidential and exempt information is discussed be 27
53	53	made exempt from s. 286.011, Florida Statutes, and s. 24(b), 28
54	54	Article I of the State Constitution. The purpose of the task 29
55	55	force is to investigate system failures and the causes and 30
56	56	reasons for high crime and gun violence incidents in urban and 31
57	57	inner-city neighborhoods and communities and to develop 32
58	58	recommendations for system improvements. In order to fulfill its 33
59	59	directive, the task force mu st be able to discuss exempt or 34
60	60	confidential and exempt information that it receives as part of 35
61	61	its investigation. The public meetings exemption will allow the 36
62	62	task force to review and discuss exempt or confidential and 37
63	63	exempt information that will be usef ul in forming meaningful 38
64	64	recommendations for system improvements. As such, it is a 39
65	65	necessity that those portions of meetings at which exempt or 40
66	66	confidential and exempt information is discussed be made exempt 41
67	67	from public meetings requirements. If such porti ons of those 42
68	68	meetings are not closed, the public records exemption would be 43
69	69	negated. Thus, the Legislature finds that the public meetings 44
70	70	exemption is a public necessity in order to ensure the effective 45
71	71	and efficient administration of the Task Force on Pub lic Safety 46
72	72	in Urban and Inner-City Communities. 47
73	73	Section 3. This act shall take effect on the same date 48
74	74	that HB 573 or similar legislation takes effect , if such 49
75	75	legislation is adopted in the same legislative session or an 50
