3030 Section 1. Section 462.023, Florida Statutes, as 17
3131 renumbered as section 462.005, Florida Statutes, and amended by 18
3232 HB 843, 2024 Regular Session, is amended to read: 19
3333 462.005 Rulemaking authority; powers and duties of the 20
3434 board.—The board may adopt rules p ursuant to ss. 120.536(1) and 21
3535 120.54 to implement the provisions of this chapter conferring 22
3636 duties upon it and to carry out the purposes of this chapter, 23
3737 and may initiate disciplinary action as provided by this 24

5353 Section 2. Subsection (1) of section 462.007, Florida 28
5454 Statutes, as created by HB 843, 2024 Regular Session, is amended 29

5656 462.007 Licensure by examination. — 31
5757 (1) Any person desiring to be licensed as a naturopathic 32
5858 physician must apply to the department on forms furnished by the 33
5959 department. The department shall license each applicant who 34
6060 completes the application f orm and remits a nonrefundable fee 35
6161 not to exceed $2,000, as set by the board, and who the board 36
6262 certifies has met all of the following criteria: 37
6363 (a) Is at least 21 years of age. 38
6464 (b) Has received a bachelor's degree from one of the 39
6565 following: 40
6666 1. A college or university accredited by an accrediting 41
6767 agency recognized by the United States Department of Education 42
6868 or the Council for Higher Education Accreditation or its 43
6969 successor entity. 44
7070 2. A college or university in Canada which is a member of 45
7171 Universities Canada. 46
7272 3. A college or university in a foreign country and has 47
7373 provided evidence that her or his educational credentials are 48
7474 deemed equivalent to those provided in this country. To have 49
7575 educational credentials deemed equivalent, the applicant must 50

8888 provide her or his foreign educational credentials, including 51
8989 transcripts, course descriptions or syllabi, and diplomas, to a 52
9090 nationally recognized educational credential evaluating agency 53
9191 approved by the board for the evaluation and determination of 54
9292 equivalency of the foreign educational credentials. 55
9393 (c) Has received a naturopathic doctoral degree from a 56
9494 college or program accredited by the Council on Naturopathic 57
9595 Medical Education or another accrediting agency recognized by 58
9696 the United States Department of Education. 59
9797 (d) Is physically and mentally fit to practice as a 60
9898 naturopathic physician. 61
9999 (e) Is of good moral character and has not: 62
100100 1. Committed any act or offense in this or any other 63
101101 jurisdiction which would constitute the basis for disciplining a 64
102102 naturopathic physician pursuant to s. 462.017. 65
103103 2. Had an application for licensure in any profession 66
104104 denied or had her or his license to practice any profession 67
105105 revoked or suspended by any other state, district, or territory 68
106106 of the United States or anoth er country for reasons that relate 69
107107 to her or his ability to practice skillfully and safely as a 70
108108 naturopathic physician. 71
109109 3. Been found guilty of a felony. 72

111111 The board and the department shall ensure that applicants for 74

127127 (f) Has submitted to the department a set of fingerprints 78

129129 department under s. 456.03 9(4), along with payment in an amount 80
130130 equal to the costs incurred by the department for the criminal 81

132132 (g) Has demonstrated compliance with the financial 83
133133 responsibility requirements imposed under s. 462.015. 84
134134 (h) Has obtained a passing score, as determined by board 85
135135 rule, on Part I - Biomedical Science Examination, Part II - Core 86
136136 Clinical Science Examination, and Part II - Clinical Elective 87
137137 Pharmacology Examination of the competency -based national 88
138138 Naturopathic Physician Li censing Examination administered by the 89
139139 North American Board of Naturopathic Examiners, or an equivalent 90
140140 examination offered by an equivalent or successor entity, as 91
141141 approved by the board. 92
142142 Section 3. Subsection (1) of section 462.008, Florida 93

162162 department. The department shall issue a license by endorsement 101
163163 to any applicant who completes the application form and remits a 102

167167 (a) Has met the qualifications for licensure established 106

170170 to practice naturopathic medicine in another state or territory 109
171171 of the United States or in Canada for at least the 5 years 110
172172 immediately preceding the filing of her or his application; or 111
173173 2. If an applicant has held an active license to practice 112
174174 naturopathic medicin e in another state or territory of the 113
175175 United States or in Canada for less than the 5 years immediately 114
176176 preceding the filing of her or his application, has obtained a 115
177177 passing score on the national licensing examination, as 116
178178 specified in s. 462.007(1)(h), wi thin the year immediately 117
179179 preceding the filing of the application. 118

200200 medicine. The applicant for license renewal must furnish to the 127
201201 board such evidence as it requires of the applicant's compliance 128
202202 with s. 462.011, relating to continuing education requirements, 129
203203 and s. 462.015, relating to financial responsibility 130
204204 requirements. The biennial renewal fee, the amount of which 131
205205 shall be determined by the board but may not exceed $1,000, must 132
206206 be paid at the time the application for license renewal is 133
207207 filed. 134
208208 Section 5. Subsection (1) of section 462.18, Florida 135
209209 Statutes, as renumbered as section 4 62.011, Florida Statutes, 136
210210 and amended by HB 843, 2024 Regular Session, is amended to read: 137
211211 462.011 Continuing education requirements. — 138
212212 (1) At the time each licensee renews her or his license as 139
213213 provided in s. 462.009, each licensee must , in addition to the 140
214214 payment of the regular renewal fee, furnish to the board 141
215215 satisfactory evidence that, in the preceding biennial period, 142
216216 the licensee has completed the continuing education requirements 143
217217 of this section. 144
218218 Section 6. Section 462.19, Florida Statutes, a s renumbered 145
219219 as section 462.012, Florida Statutes, and amended by HB 843, 146
220220 2024 Regular Session, is amended to read: 147
221221 462.012 Inactive status; reactivation of license. — 148
222222 (1) A licensee may reactivate an inactive license by 149
223223 applying to the department , paying any applicable fees, and 150

236236 submitting proof of compliance with the financial responsibility 151
237237 requirements of s. 462.015. 152
238238 (2) The board shall adopt rules relating to reactivation 153
239239 of licenses that have become inactive and for the renewal of 154
240240 inactive licenses. The rules must include continuing education 155
241241 requirements as a condition of reactivating a license. The 156
242242 continuing education requirements for reactivating a license may 157
243243 not be fewer than 20 classroom hours for each year the license 158
244244 was inactive. The board may also adopt rules to set fees, 159
245245 including a fee for placing a license into inactive status, a 160
246246 biennial renewal fee for licenses in inactive status, a 161
247247 delinquency fee, and a fee for the reactivation of a license. 162
248248 None of these fees may exceed the bienn ial renewal fee 163
249249 established by the board in s. 462.009. 164
250250 (3) The department may not reactivate a license unless the 165
251251 applicable fees have been paid and the financial responsibility 166
252252 requirements of s. 462.015 have been satisfied. 167
253253 Section 7. This act sha ll take effect on the same date 168
254254 that HB 843 or similar legislation takes effect , if such 169
255255 legislation is adopted in the same legislative session or an 170
256256 extension thereof and becomes a law. 171
