the study's goal; providing reporting requirements; 7
providing an effective date. 8

Be It Enacted by the Legislature of the State of Florida: 10

Section 1. Study; report.—The Department of Financial 12
Services shall contract with a Florida public university to 13
conduct a study on motor vehicle insurance rates as determined 14
by zip codes, especially the rates in municipalities with a 15
small population which are a part of a metropolitan area, such 16
as the Town of Miami Lakes, located in Northwest Miami -Dade 17
County. The goal of the study is to determine whether splitting 18
such municipalities from the metropolitan area and establishing 19
a new zip code will lower the mun icipalities' insurance rates. 20
The department shall submit a report of the findings to the 21
Governor, the President of the Senate, and the Speaker of the 22
House of Representatives by July 1, 2025. 23
Section 2. This act shall take effect July 1, 2024. 24
