| 25 | 25 | | Section 1. Study; report.—The Department of Financial 12 |

| 27 | 27 | | conduct a study on motor vehicle insurance rates as determined 14 |

| 28 | 28 | | by zip codes, especially the rates in municipalities with a 15 |

| 29 | 29 | | small population which are a part of a metropolitan area, such 16 |

| 30 | 30 | | as the Town of Miami Lakes, located in Northwest Miami -Dade 17 |

| 31 | 31 | | County. The goal of the study is to determine whether splitting 18 |
|---|
| 32 | 32 | | such municipalities from the metropolitan area and establishing 19 |
|---|
| 33 | 33 | | a new zip code will lower the mun icipalities' insurance rates. 20 |

| 34 | 34 | | The department shall submit a report of the findings to the 21 |
|---|
| 35 | 35 | | Governor, the President of the Senate, and the Speaker of the 22 |

| 36 | 36 | | House of Representatives by July 1, 2025. 23 |
