289- (8)(6) "Land occupier" or "occupier of land" means a 192
290-person, other than the owner, who possesses any lands lying 193
291-within a district organized under th e provisions of this 194
292-chapter, whether as lessee, renter, tenant, or otherwise. 195
293- (9)(7) "Landowner" or "owner of land" means a person who 196
294-holds legal or equitable title to any lands lying within a 197
295-district organized under the provisions of this chapter. 198
296- (8) "Qualified elector" means a person qualified to vote 199
