Paragraph (c) is added to subsection (5) of 10 section 200.065, Florida Statutes, to read: 11 200.065 Method of fixin g millage.— 12 (5) In each fiscal year: 13 (c) The previous millage rate may only be increased if 14 approved by a two-thirds vote of the membership of the governing 15 body of the county, municipality, or independent district. 16 17 Any unit of government operating un der a home rule charter 18 adopted pursuant to ss. 10, 11, and 24, Art. VIII of the State 19 Constitution of 1885, as preserved by s. 6(e), Art. VIII of the 20 State Constitution, which is granted the authority in the State 21 Constitution to exercise all the powers c onferred now or 22 hereafter by general law upon municipalities and which exercises 23 such powers in the unincorporated area shall be recognized as a 24 municipality under this subsection. This act shall take effect July 1, 2024. 31
