28- Section 1. Section 288.102, Florida Statutes, is created 15

31- (1) For purposes of this section, the term: 18
32- (a) "Blue economy" means the economic uses of ocean and 19
33-coastal resources with a focus on sustainable practices that 20
34-benefit the long-term outlook of relevant industry sectors and 21
35-the competitive positioning of the state in a glo bal economy, 22
36-including, but not limited to, maritime industries such as 23
37-shipyards, marinas, marine terminals, piers, fishing, 24
38-aquaculture, seafood processing, commercial diving, and marine 25

17+the Blue Economy within the Department of Commerce; 4

27+department to provide grant funds to certa in projects; 14

52-outdoor recreational activities, including, but not limited to, 27
53-boating and industry sectors dependent on such activities. 28
54- (b) "Office" means the Office of the Blue Economy. 29
55- (2) The Office of the Blue Economy is created within the 30
56-State University System to promote economic development by 31
57-connecting the state's research institutions with financial 32
58-resources to facilitate the transfer of innovative technology 33
59-into marketable goods and services. The office shall be housed 34
60-within a state university and administ ered by the Board of 35
61-Governors of the State University System. 36
62- (3) The Office of the Blue Economy shall: 37
63- (a) Support the state's economy by connecting the state's 38
64-ocean and coastal resources to economic development strategies 39
65-that enhance or contribute to the blue economy with a focus on 40
66-research and development, technological innovation, emerging 41
67-industries, strategic business recruitment, public and private 42
68-funding opportunities, and workforce training and education. 43
69- (b) Survey state universities an d Florida College System 44
70-institutions on the development of academic research relating to 45
71-the blue economy across all disciplines. The office shall 46
72-encourage collaboration between state universities and Florida 47
73-College System institutions that have overlap ping areas of 48
74-academic research. The office shall publish on the office's 49
75-website information on such collaboration and the current 50
51+20.60, Florida Statutes, is amended to read: 26
52+ 20.60 Department of Commerce; creation; powers and 27

54+ (3)(a) The following divisions and offices of the 29
55+Department of Commerce are established: 30
56+ 1. The Division of Economic Development. 31
57+ 2. The Division of Community Development. 32
58+ 3. The Division of Workforce Services. 33
59+ 4. The Division of Finance and Administration. 34
60+ 5. The Division of Information Technology. 35
61+ 6. The Office of the Secretary. 36
62+ 7. The Office of Economic Accountability and Transparency, 37
63+which shall: 38
64+ a. Oversee the department's critical objectives as 39
65+determined by the secretary and make sure that the department's 40
66+key objectives are clearly communicated to the public. 41
67+ b. Organize department resources, expertise, data, and 42
68+research to focus on and s olve the complex economic challenges 43
69+facing the state. 44
70+ c. Provide leadership for the department's priority issues 45
71+that require integration of policy, management, and critical 46
72+objectives from multiple programs and organizations internal and 47
73+external to the department; and organize and manage external 48
74+communication on such priority issues. 49
75+ d. Promote and facilitate key department initiatives to 50

89- (c) Collaborate with relevant industries to identify 52
90-economic challenges that may be solved through in novation in the 53
91-blue economy by commercializing or otherwise providing public 54
92-access to academic research and resources. 55
93- (d) Develop and facilitate a pipeline of academic 56
94-research, commercialization, accelerator programs, and startup 57
95-funding. 58
96- (e) Publish on the office's website reports on the number, 59
97-growth, and average wages of jobs included in the blue economy. 60
98-Such reports must identify and address any relevant labor 61
99-shortages projected by the Labor Market Estimating Conference 62
100-pursuant to s. 216.136 (7). 63
101- (f) Educate other state and local entities on the 64
102-interests of the blue economy and how such entities may 65
103-positively address environmental issues while simultaneously 66
104-considering the economic impact of their policies. 67
105- (g) Communicate the state's role as an integral component 68
106-of the blue economy by promoting the state on national and 69
107-international platforms and other appropriate forums as the 70
108-premier destination for convening on pertinent subject matters. 71
109- (h) Maintain a website on which the office shall publish 72
110-information as required under this subsection. 73
111- (4) Beginning January 1, 2025, by December 30 of each 74
112-year, the Office of the Blue Economy shall provide to the 75

202+ (b) The department shall review applications certified by 129
203+the Office of the Blue Economy under paragraph (a) and may 130
204+authorize and provide grant funds to projects that promote: 131
205+ 1. Research and development and technological innovation 132
206+with the goal of commercialization. 133
207+ 2. Strategic business recruitment and economic enhancement 134
208+in a targeted industry with the goal of capital investment and 135
209+high wage job growth. 136
210+ 3. Workforce training a nd education in support of 137
211+subparagraph 1. or subparagraph 2. 138
212+ (c) The department may identify projects and solicit 139
213+applications for projects that meet the requirements of 140
214+paragraph (b). 141
215+ (d) The department may administer contracts for projects 142
216+approved and funded pursuant to this section. 143
217+ (5) The department may adopt rules to administer this 144

219+ (6) By December 30, 2025, and each December 30 thereafter, 146
220+the department shall provide to the Governor, the President of 147
221+the Senate, and the Speaker of the House of Representatives a 148
222+detailed report demonstrating the economic benefits of the 149
