2929 Section 1. Paragraph (e) of s ubsection (2) of section 16
3030 943.0438, Florida Statutes, is amended, and paragraph (h) is 17
3131 added to that subsection, to read: 18
3232 943.0438 Athletic coaches for independent sanctioning 19

3434 (2) An independent sanctioning authority shall: 21
3535 (e) Adopt guidelines to educate athletic coaches, 22
3636 officials, administrators, and youth athletes and their parents 23

6161 (b) Beginning June 1, 2021, A school employee, an athletic 36
6262 coach, or a volunteer with current training in cardiopulmonary 37
6363 resuscitation and use of a defibrillato r must be present at each 38
6464 athletic event during and outside of the school year, including 39
6565 athletic contests, practices, workouts, and conditioning 40
6666 sessions. The training must include completion of a course in 41
6767 cardiopulmonary resuscitation or a basic first aid course that 42
6868 includes cardiopulmonary resuscitation training, and 43
6969 demonstrated proficiency in the use of a defibrillator. Each 44
7070 employee, coach, or volunteer who is reasonably expected to use 45
7171 a defibrillator must complete this training. 46
7272 Section 3. Paragraph (j) of subsection (2) of section 47
7373 1006.20, Florida Statutes, is amended, and paragraph (n) is 48
7474 added to that subsection, to read: 49

128128 5. Hands-on course material is less than 120 pages. 79
129129 6. The course covers sports safety specifically, including 80
130130 procedures for cardiopulmonary resuscitation (CPR), but 81
131131 excluding coaching principles and procedures for cardiopulmonary 82

133133 7. The course is authored or approved by at least 10 84
134134 health care professionals, including doctors of medicine, 85
135135 doctors of osteopathy, registered nurses, physical therapists, 86
136136 and certified athletic trainers. 87
137137 8. The course is revised and reviewed for updates at least 88
138138 once every 30 months. 89
139139 9. The course is available to the general public for a 90
140140 retail price under $50. 91
141141 10. Each course examination is automated and taken online 92
142142 with a score of 80 percent or better for successful completion. 93
143143 Section 5. This act shall take effect July 1, 2024. 94
