An act relating to collective bargaining; providing 2 
for the resolution of certain collective bargaining 3 
issues at impasse between the State of Florida and the 4 
certified representatives of the bargaining units of 5 
state employees; providing for all other mandatory 6 
collective bargaining issues at impasse which are not 7 
addressed by the act or the General Appropriations Act 8 
to be resolved consistent with personnel ru les and by 9 
otherwise maintaining the status quo; providing an 10 
effective date. 11

Be It Enacted by the Legislature of the State of Florida: 13 
 14 
 Section 1.  Collective bargaining issues at impasse for the 15 
2024-2025 fiscal year between the State of Florida and the 16 
certified representatives of the bargaining units for state 17 
employees are resolved as follows: 18 
 (1)  Collective bargaining issues at impasse between the 19 
State of Florida and the Florida State Fire Association – Fire 20 
Service Bargaining Unit, regardi ng Article 29 "Health and 21 
Welfare," are resolved by adopting the state's proposals dated 22 
January 5, 2024. 23 
 (2)  All other mandatory collective bargaining issues at 24 
impasse for the 2024 -2025 fiscal year which are not addressed by 25

this act or the General App ropriations Act for the 2024 -2025 26 
fiscal year shall be resolved in accordance with the personnel 27 
rules in effect on March 5, 2024, and by otherwise maintaining 28 
the status quo under the language of the applicable current 29 
collective bargaining agreement. 30 
 Section 2.  This act shall take effect July 1, 2024. 31
