A bill to be entitled 1 
An act relating to compensation of elected officers 2 
and judges; amending s. 11.13, F.S.; removing 3 
provisions specifying and providing for an annual 4 
adjustment of the annual salaries of members of the 5 
Senate and the House of Representatives; requiring the 6 
Legislature to establish annual salaries for elected 7 
officers and judges in a certain manner beginning in a 8 
certain fiscal year; specifying minimum annual 9 
salaries; authorizing the voluntary reduction of such 10 
salaries; providing an effective date. 11

Be It Enacted by the Legislature of the State of Florida: 13 
 14 
 Section 1.  Subsections (2) through (6) of section 11.13, 15 
Florida Statutes, are renumbered as subsectio ns (1) through (5), 16 
respectively, and present subsections (1) and (4) of that 17 
section are amended to read: 18 
 11.13  Compensation of members. — 19 
 (1)(a)  The annual salaries of members of the Senate and 20 
House of Representatives, payable in 12 equal monthly 21 
installments, shall be: 22 
 1.  The President of the Senate and Speaker of the House of 23 
Representatives, $25,000 each. 24 
 2.  All other members of the Senate and House of 25

Representatives, $18,000 each. 26 
 (b)  Effective July 1, 1986, and each July 1 thereafter, 27 
the annual salaries of members of the Senate and House of 28 
Representatives shall be adjusted by the average percentage 29 
increase in the salaries of state career service employees for 30 
the fiscal year just concluded. The Appropriations Committee of 31 
each house shall certify to the Office of Legislative Services 32 
the average percentage increase in the salaries of state career 33 
service employees before July 1 of each year. The Office of 34 
Legislative Services shall, as of July 1 of each year, determine 35 
the adjusted annual salaries as provided herein. 36 
 (3)(4) Each member of the Legislature shall be entitled to 37 
receive a monthly allowance for intradistrict expenses in an 38 
amount set annually by the President of the Senate for members 39 
of the Senate and the Speaker of the Hous e of Representatives 40 
for members of the House. In setting the amount, the costs of 41 
maintaining a legislative district office or offices that 42 
provide an appropriate level of constituent services shall be 43 
considered. The procedure for disbursement of the mon thly 44 
intradistrict expense allowed shall be set from time to time by 45 
the Office of Legislative Services, with the approval of the 46 
President of the Senate and the Speaker of the House of 47 
Representatives or their respective designees. Such expenses 48 
shall be a proper expense of the Legislature and shall be 49 
disbursed from the appropriation for legislative expense. The 50

expenses provided under this subsection shall not include any 51 
travel and per diem reimbursed under subsections (1) and (2) 52 
subsections (2) and (3 ) or the rules of either house. 53 
 Section 2.  (1)  Beginning in fiscal year 2027 -2028, the 54 
Legislature shall establish annual salaries for elected officers 55 
and judges in the General Appropriations Act as follows: 56 
 (a)  The annual salary for the Governor m ust be at least 57 
100 percent of the annual salary established for a Supreme Court 58 
justice. 59 
 (b)  The annual salary for the Lieutenant Governor must be 60 
at least 95 percent of the annual salary established for the 61 
Governor. 62 
 (c)  The annual salary for the Chi ef Financial Officer must 63 
be at least 95 percent of the annual salary established for the 64 
Governor. 65 
 (d)  The annual salary for the Attorney General must be at 66 
least 95 percent of the annual salary established for the 67 
Governor. 68 
 (e)  The annual salary for the Commissioner of Agriculture 69 
must be at least 95 percent of the annual salary established for 70 
the Governor. 71 
 (f)  The annual salary for a district court of appeal judge 72 
must be at least 90 percent of the annual salary established for 73 
a Supreme Court justice. 74 
 (g)  The annual salary for a circuit court judge must be at 75

least 80 percent of the annual salary established for a Supreme 76 
Court justice. 77 
 (h)  The annual salary for a county court judge must be at 78 
least 75 percent of the annual salary establish ed for a Supreme 79 
Court justice. 80 
 (2)  Annual salaries established under subsection (1) may 81 
be reduced on a voluntary basis. 82 
 Section 3.  This act shall take effect July 1, 2024. 83
