23	23	salaries; authorizing the voluntary reduction of such 10
24	24	salaries; providing an effective date. 11

26	26	Be It Enacted by the Legislature of the State of Florida: 13

28	28	Section 1. Subsections (2) through (6) of section 11.13, 15
29	29	Florida Statutes, are renumbered as subsectio ns (1) through (5), 16
30	30	respectively, and present subsections (1) and (4) of that 17
31	31	section are amended to read: 18
32	32	11.13 Compensation of members. — 19
33	33	(1)(a) The annual salaries of members of the Senate and 20
34	34	House of Representatives, payable in 12 equal monthly 21
35	35	installments, shall be: 22
36	36	1. The President of the Senate and Speaker of the House of 23
37	37	Representatives, $25,000 each. 24

52	52	(b) Effective July 1, 1986, and each July 1 thereafter, 27
53	53	the annual salaries of members of the Senate and House of 28
54	54	Representatives shall be adjusted by the average percentage 29
55	55	increase in the salaries of state career service employees for 30
56	56	the fiscal year just concluded. The Appropriations Committee of 31
57	57	each house shall certify to the Office of Legislative Services 32
58	58	the average percentage increase in the salaries of state career 33
59	59	service employees before July 1 of each year. The Office of 34
60	60	Legislative Services shall, as of July 1 of each year, determine 35
61	61	the adjusted annual salaries as provided herein. 36
62	62	(3)(4) Each member of the Legislature shall be entitled to 37
63	63	receive a monthly allowance for intradistrict expenses in an 38
64	64	amount set annually by the President of the Senate for members 39
65	65	of the Senate and the Speaker of the Hous e of Representatives 40
66	66	for members of the House. In setting the amount, the costs of 41
67	67	maintaining a legislative district office or offices that 42
68	68	provide an appropriate level of constituent services shall be 43
69	69	considered. The procedure for disbursement of the mon thly 44
70	70	intradistrict expense allowed shall be set from time to time by 45
71	71	the Office of Legislative Services, with the approval of the 46
72	72	President of the Senate and the Speaker of the House of 47
73	73	Representatives or their respective designees. Such expenses 48
74	74	shall be a proper expense of the Legislature and shall be 49
75	75	disbursed from the appropriation for legislative expense. The 50

88	88	expenses provided under this subsection shall not include any 51
89	89	travel and per diem reimbursed under subsections (1) and (2) 52
90	90	subsections (2) and (3 ) or the rules of either house. 53
91	91	Section 2. (1) Beginning in fiscal year 2027 -2028, the 54
92	92	Legislature shall establish annual salaries for elected officers 55
93	93	and judges in the General Appropriations Act as follows: 56
94	94	(a) The annual salary for the Governor m ust be at least 57
95	95	100 percent of the annual salary established for a Supreme Court 58
96	96	justice. 59
97	97	(b) The annual salary for the Lieutenant Governor must be 60
98	98	at least 95 percent of the annual salary established for the 61
99	99	Governor. 62
100	100	(c) The annual salary for the Chi ef Financial Officer must 63
101	101	be at least 95 percent of the annual salary established for the 64
102	102	Governor. 65
103	103	(d) The annual salary for the Attorney General must be at 66
104	104	least 95 percent of the annual salary established for the 67
105	105	Governor. 68
106	106	(e) The annual salary for the Commissioner of Agriculture 69
107	107	must be at least 95 percent of the annual salary established for 70

109	109	(f) The annual salary for a district court of appeal judge 72
110	110	must be at least 90 percent of the annual salary established for 73
111	111	a Supreme Court justice. 74
