105+objectively review and advise the center concerning its research 68
106+program. Except for projects mandated by law, state-funded base 69
107+projects shall not be undertaken without approval of the 70
108+advisory board. The membership of the board shall consist of 71

162- (2) The secretary shall establish annual performance and 101
163-production measures, establish a minimum standard for such 102
164-measures, and publish a report on actual performa nce. Such 103
165-measures shall be developed by a working group comprised of 104
166-transportation industry leaders and stakeholders, including, but 105
167-not limited to, Florida Transportation Commission members, 106
168-members of academia, department staff, and representatives of 107
169-the agencies and authorities listed in subparagraph (3)(b)2. 108
170-Such measures, at a minimum, must include the following: 109
171- (a) Safety of the current transportation system in this 110
172-state. 111
173- (b) Contracts for construction and professional services 112
174-procured on time and delivered on time and within budget. 113
175- (c) Preservation of the State Highway System. 114
176- (d) Financial management. 115
177- (e) Effectiveness of other federally and state mandated 116
178-programs. 117
179- (3)(2) 118
180- (b) The Florida Transportation Commission shall: 119
181- 1. Recommend major transportation policies for the 120
182-Governor's approval and assure that approved policies and any 121
183-revisions are properly executed. 122
184- 2. Periodically review the status of the state 123
185-transportation system, including highway, transit, rail, 124
186-seaport, intermodal development, and aviation components of the 125
162+paragraph (a) of subsection (2), paragraphs (b), (j), and (i) of 101
163+subsection (6), subsection (7), and present sub section (11) are 102
164+amended, and a new subsection (10) is added to that section, to 103

166+ 339.175 Metropolitan planning organization. 105
167+ (1) PURPOSE.—It is the intent of the Legislature to 106
168+encourage and promote the safe and efficient management, 107
169+operation, and development of multimodal surface transportation 108
170+systems that will serve the mobility needs of people and freight 109
171+and foster economic growth and development within and through 110
172+urbanized areas of this state while balancing conservation of 111
173+natural resources minimizing transportation -related fuel 112
174+consumption, air pollution, and greenhouse gas emissions through 113
175+metropolitan transportation planning processes identified in 114
176+this section. To accomplish these objectives, metropolitan 115
177+planning organizations, refe rred to in this section as M.P.O.'s, 116
178+shall develop, in cooperation with the state and public transit 117
179+operators, transportation plans and programs for metropolitan 118
180+areas. The plans and programs for each metropolitan area must 119
181+provide for the development and integrated management and 120
182+operation of transportation systems and facilities, including 121
183+pedestrian walkways and bicycle transportation facilities that 122
184+will function as an intermodal transportation system for the 123
185+metropolitan area, based upon the prevailin g principles provided 124
186+in s. 334.046(1). The process for developing such plans and 125

199-system, and recommend improvements to the Governor , and the 126
200-Legislature, and applicable governing boards . 127
201- 3. Perform an in-depth evaluation of the annual department 128
202-budget request, the Florida Transportation Plan, and the 129
203-tentative work program for compliance with all applicable laws 130
204-and established departmental policies. Except as specifically 131
205-provided in s. 339.135(4)(c)2., (d), and (f), the commission may 132
206-not consider individual construction projects but shall consider 133
207-methods of accomplishing the goals of the department in the most 134
208-effective, efficient, and businesslike manner. 135
209- 4. Monitor the financial status of the department on a 136
210-regular basis to assure that the department is managing rev enue 137
211-and bond proceeds responsibly and in accordance with law and 138
212-established policy. 139
213- 5. Monitor on at least a quarterly basis the efficiency, 140
214-productivity, and management of the department using performance 141
215-and production standards developed by the comm ission pursuant to 142
216-s. 334.045. 143
217- 6. Perform an in-depth evaluation of the factors causing 144
218-disruption of project schedules in the adopted work program and 145
219-recommend to the Governor and the Legislature methods to 146
220-eliminate or reduce the disruptive effects of these factors. 147
221- 7. Recommend to the Governor and the Legislature 148
222-improvements to the department's organization in order to 149
223-streamline and optimize the efficiency of the department. In 150
199+programs shall provide for consideration of all modes of 126
200+transportation and shall be continuing, cooperative, and 127
201+comprehensive, to the degree appropriate, based on the 128
202+complexity of the transportation problems to be addressed. To 129
203+ensure that the process is integrated with the statewide 130
204+planning process, M.P.O.'s shall develop plans and programs that 131
205+identify transportation facilities that should function as an 132
206+integrated metropolitan transportation system, giving emphasis 133
207+to facilities that serve important national, state, and regional 134
208+transportation functions. For the purposes of this section, 135
209+those facilities include the facilities on the Strategic 136
210+Intermodal System designat ed under s. 339.63 and facilities for 137
211+which projects have been identified pursuant to s. 339.2819(4). 138
212+ (2) DESIGNATION. 139
213+ (a)1. An M.P.O. shall be designated for each urbanized 140
214+area of the state; however, this does not require that an 141
215+individual M.P.O. be designated for each such area. Such 142
216+designation shall be accomplished by agreement between the 143
217+Governor and units of general -purpose local government 144
218+representing at least 75 percent of the population of the 145
219+urbanized area; however, the unit of general -purpose local 146
220+government that represents the central city or cities within the 147
221+M.P.O. jurisdiction, as defined by the United States Bureau of 148
222+the Census, must be a party to such agreement. 149
223+ 2. To the extent possible, only one M.P.O. shall be 150

236-reviewing the department's organization, the commission shall 151
237-determine if the current district organizational structure is 152
238-responsive to this state's changing economic and demographic 153
239-development patterns. The report by the commission must be 154
240-delivered to the Governor and the Legislature by December 15 155
241-each year, as appropr iate. The commission may retain experts as 156
242-necessary to carry out this subparagraph, and the department 157
243-shall pay the expenses of the experts. 158
244- 8. Monitor the efficiency, productivity, and management of 159
245-the agencies and authorities created under chapters 348 and 349; 160
246-the Mid-Bay Bridge Authority re -created pursuant to chapter 161
247-2000-411, Laws of Florida; and any authority formed under 162
248-chapter 343; any public transit provider as defined in s. 163
249-341.031(1); and any community transportation coordinator as 164
250-defined in s. 427.011(5). Any performance and production 165
251-measures used by the commission shall be developed by the 166
252-working group described in subsection (2) . The commission shall 167
253-also conduct periodic reviews of each agency's and authority's 168
254-operations and budget , acquisition of property, management of 169
255-revenue and bond proceeds, and compliance with applicable laws 170
256-and generally accepted accounting principles. For agencies and 171
257-authorities that do not achieve the minimum acceptable 172
258-performance standards, the commiss ion shall make recommendations 173
259-to the Governor, the President of the Senate, the Speaker of the 174
260-House of Representatives, the department, and the applicable 175
236+designated for each urbanized area or group of contiguous 151
237+urbanized areas. More than one M.P.O. may be designated within 152
238+an existing urbanized area only if the Governor and the existing 153
239+M.P.O. determine that the size and complexity of the existing 154
240+urbanized area makes t he designation of more than one M.P.O. for 155
241+the area appropriate . After July 1, 2024, no additional M.P.O.'s 156
242+shall be designated in th e state except in urbanized areas, as 157
243+defined by the United States Bureau of the Census, where the 158
244+urbanized area boundary is not contiguous to an urbanized area 159
245+designated before the 2020 census , in which case each M.P.O. 160
246+designated for the area must: 161
247+ a. Consult with every other M.P.O. designated for the 162
248+urbanized area and the state to coordinate plans and 163
249+transportation improvement programs. 164
250+ b. Ensure, to the maximum extent practicable, the 165
251+consistency of data used in the planning process, including data 166
252+used in forecasting travel demand within the urbanized area . 167

254+Each M.P.O. required under this section must be fully operative 169
255+no later than 6 months following its designation. 170
256+ (6) POWERS, DUTIES, AND RESPONSIBILITIES. —The powers, 171
257+privileges, and authority of an M.P.O. are those specified in 172
258+this section or incorporated in an interlocal agreement 173
259+authorized under s. 16 3.01. Each M.P.O. shall perform all acts 174
260+required by federal or state laws or rules, now and subsequently 175

274-or legislative changes needed to imp rove performance. 177
275- Section 2. Paragraphs (j) and (m) of subsection (2) of 178

277- 110.205 Career service; exemptions. — 180
278- (2) EXEMPT POSITIONS. —The exempt positions that are not 181
279-covered by this part incl ude the following: 182
280- (j) The appointed secretaries and the State Surgeon 183
281-General, assistant secretaries, deputy secretaries, and deputy 184
282-assistant secretaries of all departments; the executive 185
283-directors, assistant executive directors, deputy executive 186
284-directors, and deputy assistant executive directors of all 187
285-departments; the directors of all divisions and those positions 188
286-determined by the department to have managerial responsibilities 189
287-comparable to such positions, which positions include, but are 190
288-not limited to, program directors, assistant program directors, 191
289-district administrators, deputy district administrators, the 192
290-Director of Central Operations Services of the Department of 193
291-Children and Families, the State Transportation Development 194
292-Administrator, the S tate Public Transportation and Modal 195
293-Administrator, district secretaries, district directors of 196
294-transportation development, transportation operations, 197
295-transportation support, and the managers of the offices of the 198
296-Department of Transportation specified in s. 20.23(4)(b) s. 199
297-20.23(3)(b). Unless otherwise fixed by law, the department shall 200
273+applicable, which are necessary to qualify for federal aid. It 176
274+is the intent of this section that each M.P.O. be involved in 177
275+the planning and programm ing of transportation facilities, 178
276+including, but not limited to, airports, intercity and high -179
277+speed rail lines, seaports, and intermodal facilities, to the 180
278+extent permitted by state or federal law. An M.P.O. may not 181
279+perform project production or delivery f or capital improvement 182
280+projects on the State Highway System. 183
281+ (b) In developing the long -range transportation plan and 184
282+the transportation improvement program required under paragraph 185
283+(a), each M.P.O. shall provide for consideration of projects and 186
284+strategies that will: 187
285+ 1. Support the economic vitality of the contiguous 188
286+urbanized metropolitan area, especially by enabling global 189
287+competitiveness, productivity, and efficiency. 190
288+ 2. Increase the safety and security of the transportation 191
289+system for motorized a nd nonmotorized users. 192
290+ 3. Increase the accessibility and mobility options 193
291+available to people and for freight. 194
292+ 4. Protect and enhance the environment, conserve natural 195
293+resources promote energy conservation , and improve quality of 196
294+life. 197
295+ 5. Enhance the integration and connectivity of the 198
296+transportation system, across and between modes and contiguous 199
297+urbanized metropolitan areas, for people and freight. 200

323- 2. Positions in the Department of Corrections which are 214
324-assigned primary duties of serving as the warden, assistant 215
325-warden, colonel, or major of an institution or that are assigned 216
326-primary duties of serving as the circuit administrator or deputy 217

328- 3. Positions in the Department of Transportation which are 219
329-assigned primary duties of serving as regional toll managers and 220
330-managers of offices, as specified in s. 20.23(4)(b) and (5)(c) 221

441+facilities that serve national, statewide, or regional 296

468+would be included in the adopted long -range transportation plan 311
469+if reasonable additional resources beyond those identified in 312
470+the financial plan were available. For the purpose of developing 313
471+the long-range transportation plan, the M.P.O. and the 314
472+department shall coopera tively develop estimates of funds that 315
473+will be available to support the plan implementation. Innovative 316
474+financing techniques may be used to fund needed projects and 317
475+programs. Such techniques may include the assessment of tolls, 318
476+public-private partnerships, the use of value capture financing, 319
477+or the use of value pricing. Multiple M.P.O.'s within a 320
478+contiguous urbanized area must ensure, to the maximum extent 321
479+possible, the consistency of data used in the planning process. 322

531- (26)(a) To provide for the enhancement of environmental 350
532-benefits, including air and water quality; to prevent roadside 351
533-erosion; to conserve the natural roadside growth and scenery; 352
534-and to provide for the implementation and maintenance of 353
535-roadside conservation, enhancement, and stabilization programs. 354
536-At least 1.5 percent of the amount contracted for construction 355
537-projects shall be allocated by the department on a statewide 356
538-basis for the purchase of plant materials. Department districts 357
539-may not expend funds for landscaping in connection with any 358
540-project that is limited to resurfaci ng existing lanes unless the 359
541-expenditure has been approved by the department's secretary or 360
542-the secretary's designee. To the greatest extent practical, at 361
543-least 50 percent of the funds allocated under this paragraph 362
544-subsection shall be allocated for large plant materials and the 363
545-remaining funds for other plant materials. Except as prohibited 364
546-by applicable federal law or regulation, all plant materials 365
547-shall be purchased from Florida commercial nursery stock in this 366
548-state on a uniform competitive bid basis. The department shall 367
549-develop grades and standards for landscaping materials purchased 368
550-through this process. To accomplish these activities, the 369
551-department may contract with nonprofit organizations having the 370
552-primary purpose of developing youth employment o pportunities. 371
553- (b) In order to increase cost predictability and 372
554-programming needs, a project with a total contracted 373
532+development of the long-range transportation plan with the State 351
533+Implementation Plan developed pursuant to the requirements of 352

536+In the development of its long -range transportation plan, each 355

542+opportunity to comment on the long -range transportation plan. 361
543+The long-range transportation plan must be approved by the 362
544+M.P.O. and by the department as provided in subsection (10). 363
545+ (10) ACCOUNTABILITY. — 364
546+ (a) The department shall review each M.P.O.'s long -range 365
547+transportation plan for productive flow and connectivity for 366
548+people and freight within the M.P.O.'s metropolitan area. If the 367
549+department finds an M.P.O.'s long -range transportation plan to 368
550+be unsatisfactory or incongruent with the metropolitan area, t he 369
551+department shall return the plan to the M.P.O. for revision. 370
552+ (b) The department shall create quality performance 371
553+metrics and a scoring mechanism by which to evaluate each 372
554+M.P.O.'s service to its communities, taking into consideration 373
555+traffic congestion, the utilization rate of multimodal 374
556+transportation facilities, resident satisfaction, efficiency of 375

579+thereafter, an M.P.O. that does not achieve the minimum 386
580+acceptable quality performance score shall be pl aced under the 387
581+control of the Secretary of Transportation. The Secretary of 388
582+Transportation shall appoint the district secretary or another 389
583+person to assume the role of executive director of the M.P.O. 390
584+and chair of its governing board for a period not to ex ceed 1 391
585+year, during which time the district secretary or other person 392
586+shall make recommendations to the governing board regarding: 393
587+ 1. Any leadership, process, and management changes needed 394
588+to improve the M.P.O.'s quality performance score. 395

797-this section. To accomplish these objectives, metropolitan 532
798-planning organizations, referred to in this section as M.P.O.'s, 533
799-shall develop, in cooperation with the state and public t ransit 534
800-operators, transportation plans and programs for metropolitan 535
801-areas. The plans and programs for each metropolitan area must 536
802-provide for the development and integrated management and 537
803-operation of transportation systems and facilities, including 538
804-pedestrian walkways and bicycle transportation facilities that 539
805-will function as an intermodal transportation system for the 540
806-metropolitan area, based upon the prevailing principles provided 541
807-in s. 334.046(1). The process for developing such plans and 542
808-programs shall provide for consideration of all modes of 543
809-transportation and shall be continuing, cooperative, and 544
810-comprehensive, to the degree appropriate, based on the 545
811-complexity of the transportation problems to be addressed. To 546
812-ensure that the process is integrated with the statewide 547
813-planning process, M.P.O.'s shall develop plans and programs that 548

830-those facilities include the facilities on the Strategic 553
831-Intermodal System designated under s. 339.63 and facilities for 554
832-which projects have been identified pursuant to s. 339.2 819(4). 555
833- (3) VOTING MEMBERSHIP. — 556
834- (a) The voting membership of an M.P.O. shall consist of at 557
835-least 5 but not more than 25 apportioned members, with the exact 558
836-number determined on an equitable geographic -population ratio 559
837-basis, based on an agreement among the affected units of 560
838-general-purpose local government and the Governor, as required 561
839-by federal regulations. When two or more M.P.O.'s merge to form 562
840-a regional M.P.O., the voting membership of the resulting 563
841-regional M.P.O. may consist of up to 35 apportio ned members for 564
842-equitable geographic -population representation, subject to 565
843-review by the Department of Transportation and approval by the 566
844-Governor. In accordance with 23 U.S.C. s. 134, the Governor may 567
845-also allow M.P.O. members who represent municipalities to 568
846-alternate with representatives from other municipalities within 569
847-the metropolitan planning area which do not have members on the 570
848-M.P.O. With the exception of instances in which all of the 571
849-county commissioners in a single -county M.P.O. are members of 572
850-the M.P.O. governing board, county commissioners shall compose 573

869-an entity created by an M.P.O. for that purpose. An M.P.O. may 580
870-include, as part of its ap portioned voting members, a member of 581
871-a statutorily authorized planning board, an official of an 582
872-agency that operates or administers a major mode of 583
873-transportation, or an official of Space Florida. As used in this 584
874-section, the term "elected officials of a general-purpose local 585
875-government" excludes constitutional officers, including 586
876-sheriffs, tax collectors, supervisors of elections, property 587
877-appraisers, clerks of the court, and similar types of officials. 588
878-County commissioners shall compose not less than 20 percent of 589
879-the M.P.O. membership if an official of an agency that operates 590
880-or administers a major mode of transportation has been appointed 591
881-to an M.P.O. 592
882- (6) POWERS, DUTIES, AND RESPONSIBILITIES. —The powers, 593
883-privileges, and authority of an M.P.O. are thos e specified in 594
884-this section or incorporated in an interlocal agreement 595
885-authorized under s. 163.01. Each M.P.O. shall perform all acts 596
886-required by federal or state laws or rules, now and subsequently 597

1013-programs, and shall advise the M.P. O. on such matters. In 676
1014-addition, the technical advisory committee shall coordinate its 677
1015-actions with local school boards and other local programs and 678
1016-organizations within the metropolitan area which participate in 679
1017-school safety activities, such as locally e stablished community 680
1018-traffic safety teams. Local school boards must provide the 681
1019-appropriate M.P.O. with information concerning future school 682
1020-sites and in the coordination of transportation service. 683
1021- (e)1. Each M.P.O. shall appoint a citizens' advisory 684
1022-committee, the members of which serve at the pleasure of the 685
1023-M.P.O. The membership on the citizens' advisory committee must 686
1024-reflect a broad cross-section of local residents with an 687
1025-interest in the development of an efficient, safe, and cost -688
1026-effective transportation system. Minorities, the elderly, and 689
1027-the handicapped must be adequately represented. 690
1028- 2. Notwithstanding subparagraph 1., an M.P.O. may, with 691
1029-the approval of the department and the applicable federal 692
1030-governmental agency, adopt an alternative progra m or mechanism 693
1031-to ensure citizen involvement in the transportation planning 694
1032-process. 695
1033- (f) The department shall allocate to each M.P.O., for the 696
1034-purpose of accomplishing its transportation planning and 697

1061- (h) In order to enhance their knowledge, effectiveness, 712
1062-and participation in the urbanized area transportation planning 713
1063-process, each M.P.O. shall provide training opportunities and 714
1064-training funds specifically for local elected officials and 715
1065-others who serve on an M.P.O. The training opportunities may be 716
1066-conducted by an individual M.P.O. or through statewide and 717
1067-federal training programs and initiatives that are specifically 718
1068-designed to meet the needs of M.P.O. board members. 719
1069- (i) By February 28, 2025 December 31, 2023, the M.P.O.'s 720
1070-serving Lee and Collier Hillsborough, Pasco, and Pinellas 721
1071-Counties must submit a feasibility report to the Governor, the 722

1096-M.P.O.'s have been mandated, the department shall, at least 735
1097-annually, convene M.P.O.'s of similar size, based on the size of 736
1098-population served, for the purpose of exchanging best practices. 737
1099-M.P.O.'s may shall develop committees or working groups as 738
1100-needed to accomplish such purpose. Training for new M.P.O. 739
1101-governing board members shall be provided by the department and 740
1102-by either the Florida Center for Urban Transportation Research 741
1103-or the Implementing Solutions from Transportation Research and 742
1104-Evaluating Emerging Technologies (I -STREET) Living Lab 743
1105-coordination mechanisms with one another to expand and improve 744
1106-transportation within the state. The appropriate method of 745
1107-coordination between M.P.O.'s shall vary depending upon the 746
1108-project involved and given local and regional needs. 747

1175-mobility. The long-range transportation plan must be consistent, 790
1176-to the maximum extent feasible, with future land use elements 791
1177-and the goals, objectives, and policies of the approved local 792
1178-government comprehensive plans of the units of local government 793
1179-located within the jurisdiction of the M.P.O. Each M.P.O. is 794
1180-encouraged to consider strategies that integrate transportation 795
1181-and land use planning to provide for sustainable development and 796
1182-reduce greenhouse gas emissions . M.P.O.'s within the same 797

1202- (a) Identify transportation facilities, including, but not 805
1203-limited to, major roadways, airports, seaports, spaceports, 806
1204-commuter rail systems, transit systems, and intermodal or 807
1205-multimodal terminals that will function as an integrated 808
1206-metropolitan transportation system. The long -range 809
1207-transportation plan must give emphasis to those transportation 810
1208-facilities that serve national, statewide, or regional 811
1209-functions, and must consider the goals and objectives identified 812
1210-in the Florida Transportation Plan as provided in s. 339.155. If 813
1211-a project is located within the boundaries of more than one 814
1212-M.P.O., the M.P.O.'s must coordinate plans regarding the project 815
1213-in the long-range transportation plan. Multiple M.P.O.'s within 816
1214-a contiguous urbanized area must coordinate the development of 817
1215-long-range transportation plans to be reviewed by the 818
1216-Metropolitan Planning Organization Advisory Council. 819

1242-programs. Such techniques may include the assessment of tolls, 833
1243-public-private partnerships, the use of value capture financing, 834
1244-or the use of value pricing. Multiple M.P.O.'s within a 835
1245-contiguous urbanized area must ensure, to the maximum extent 836
1246-possible, the consisten cy of data used in the planning process. 837
1247- (c) Assess capital investment and other measures necessary 838

1319-needs of the metropolitan planning area. It is the department's 886
1320-responsibility to program projects in the state transportation 887
1321-improvement program. In the development of the transportation 888
1322-improvement program, each M.P.O. must provide the public, 889
1323-affected public agencies, representatives of transportation 890
1324-agency employees, freight shippers, providers of freight 891
1325-transportation services, private providers of transportation, 892
1326-representatives of users of public transit, and other interested 893
1327-parties with a reasonable opportunity to comment on the proposed 894
1328-transportation improvement program. 895

1362- (b) Each M.P.O. annually shall prepare a list of project 917
1363-priorities and shall submit the list to the appropriate district 918
1364-of the department by August 1 of each year ; however, the 919
1365-department and a metropolitan planning organization may, in 920
1366-writing, agree to vary this s ubmittal date. Where more than one 921
1367-M.P.O. exists in an urbanized area, the M.P.O.'s shall develop 922

1549-the approved local government comprehensive plans of the units 1044
1550-of local government whose bo undaries are within the metropolitan 1045
1551-area of the M.P.O. 1046
1552- (h) The M.P.O. shall annually publish or otherwise make 1047

1574-relationship essential to accomplish the transportation planning 1057
1575-requirements of state and federal law. Roles, responsibilities, 1058
1576-and expectations for accomplishing consist ency with federal and 1059
1577-state requirements and priorities must be described and 1060
1578-formalized in the agreement. The agreement shall describe and 1061
1579-formalize the M.P.O.'s responsibility, in collaboration with the 1062
1580-department, to identify, prioritize, and present to the 1063
1581-department a complete list of multimodal transportation projects 1064
1582-consistent with the needs of the metropolitan planning area. It 1065
1583-is the department's responsibility to program projects in the 1066
1584-state transportation improvement program. 1067
1585- (b) The department shall establish, in collaboration with 1068
1586-the M.P.O.'s, quality performance metrics such as safety, 1069
1587-infrastructure condition, congestion relief, and mobility. Each 1070
1588-M.P.O. must, as part of its long -range transportation plan, in 1071
1589-direct coordination with the department, develop targets for 1072
1590-each performance measure within the metropolitan planning area 1073

1612- (a) A Metropolitan Planning Organization Advisory Council 1083
1613-is created to augment, and not supplant, the role of the 1084
1614-individual M.P.O.'s in the cooperative transportation planning 1085
1615-process described in this section. 1086
1616- (b) The council shall consist of one representative from 1087
1617-each M.P.O. and shall elect a chairperson annually from its 1088
1618-number. Each M.P.O. shall also elect an alternate representative 1089
1619-from each M.P.O. to vote in the absence of the representative. 1090
1620-Members of the council do not receive any compensation for their 1091
1621-services, but may be reimbursed from funds made available to 1092
1622-council members for travel and per diem expenses incurred in the 1093
