Provides that members of Florida State Guard are entitled to specified leaves of absences & specified discount on annual state park entrance passes; creates annual Florida State Guard gold sportsman's license; & establishes Florida State Guard Scholarship Program within DOE.

Requires medical marijuana use registry identifications cards to be renewed biennially; prohibits DOH from charging fee for issuance, replacement, or renewal of ID card for honorably discharged veteran; provides requirements for proof of identification.

Provides requirements relating to work-based learning opportunities, career fairs, career planning courses, & apprenticeship & preapprenticeship programs; requires student's personalized academic & career plan to be reviewed annually for certain period of time & signed by certain persons; requires such plan to be revised as necessary; requires adoption of regulations & rules to enable certain students to earn postsecondary credit & career education clock hours for certain training & education acquired while apprentice or preapprentice; requires Articulation Coordinating Committee to convene workshop by date certain to develop certain process; requires Articulation Coordinating Committee to review apprenticeship & preapprenticeship programs &, annually, approve prioritized list of postsecondary course equivalencies & minimum postsecondary credit or career education clock hours to be awarded for certain programs; requires certain information to be included in statewide articulation agreement; requires state universities, FCS institutions, & career centers to award postsecondary credit or career education clock hours; provides that postsecondary credit or career education clock hours are guaranteed to transfer to other state universities, FCS institutions, & career centers.

Prohibits person from being automatically found ineligible for educator certification & specified employment if certain offenses meet specified criteria.

Changes designation of Gulf of Mexico to Gulf of America.

Requires counties to establish daily administration fee for proper storage of certain electric vehicles; provides maximum amount for such fees; authorizes municipalities establish daily administration fee for proper storage of certain electric vehicles; provides maximum amount for such fees; provides that motor vehicle insurers are not required to pay certain costs; provides that any reasonable fee for service includes any daily administration fee.

Revises requirements for calculation of additional full-time equivalent membership & certain bonuses based on International Baccalaureate examination scores of students to include students who earn equivalent scores as determined by DOE.

Requires agents of foreign countries of concern & foreign-supported political organizations to register with Division of Elections within specified timeframe; requires registration of agent of foreign country of concern be signed under oath; requires division to create registration forms.

Provides conditions for cause of action against certain former phosphate mine sites; provides for certain notice of former phosphate mines; requires DOH to conduct surveys of former phosphate land parcels upon petition; requires that specified documentation of radiation levels be submitted in certain civil actions related to phosphate mining.

Revises notice requirements of owners of self-storage units in order to enforce lien on tenant's property; revises notice requirements for such owners who wish to sell such tenant's property; requires that rental agreements for renters of self-storage units which are entered into on or after specified date provide certain information in compliance with Florida Self-storage Facility Act; provides that failure or refusal of tenant to designate alternate contact does not affect tenant's or owner's rights or remedies; provides exception; authorizes owners of self-storage unit to send notice to certain tenants' last known address to apprise such tenants of specified right.
