25-Be It Enacted by the Legislature of the State of Florida: 12

27- Section 1. Section 257.51, Florida Statutes, is created to 14

29- 257.51 Regulation of presidential libraries. 16
30- (1) The Legislature finds that presidential libraries are 17
31-unique national institutions designated to house, preserve, and 18
32-make accessible the records of former presidents. 19
33- (2) As used in this section, the term "presidential 20
34-library" means an institution administered or designated under 21
35-the Presidential Libraries Act, as amended, Pub. L. No. 99 -323, 22
36-established for the preservation and accessibility of 23
37-presidential records and related historical materials. 24
38- (3) A county, municipality, or other political subdivision 25

18+regulatory authority over the establishment, 5
19+maintenance, activities, and operations of 6

51-of the state may not adopt or enforce a local ordinance, 26
52-regulation, rule, or policy that prohibits, restricts, 27
53-regulates, or otherwise limits the establishment, maintenance, 28
54-or operation of a presidential library or impose any requirement 29
55-or restriction thereon, except as otherwise authorized by 30
56-federal law. 31
57- Section 2. This act shall take effect upon becoming a law. 32
