A bill to be entitled 1 
An act relating to sickle cell care management and 2 
treatment education; creating s. 456.0311, F.S.; 3 
requiring a specified continuing education course for 4 
the first licensure and certification renewal for 5 
specified health care professions; providing 6 
requirements for such course; authorizing appropriate 7 
boards to adopt rules; providing an effective date. 8 
 9 
Be It Enacted by the Legislature of the State of Flori da: 10 
 11 
 Section 1.  Section 456.0311, Florida Statutes, is created 12 
to read: 13 
 456.0311  Requirement for instruction on sickle cell 14 
disease.— 15 
 (1)(a)  The appropriate board shall require each person 16 
licensed or certified under chapter 458, chapter 459, or pa rt I 17 
of chapter 464 to complete one 2 -hour continuing education 18 
course, approved by the board, on sickle cell disease care 19 
management as part of the first licensure or certification 20 
renewal. The course shall consist of education specific to 21 
sickle cell disease and sickle cell trait including, but not 22 
limited to, evidence -based treatment protocols for patients of 23 
all ages, continuing patient and family education, periodic 24 
comprehensive evaluations and other disease -specific health 25

maintenance services, psych osocial care, genetic counseling, and 26 
pain management. 27 
 (b)  Each licensee or certificateholder shall submit 28 
confirmation of having completed such course on a form provided 29 
by the appropriate board when submitting fees for the first 30 
renewal. 31 
 (c)  The board may approve additional equivalent courses 32 
that may be used to satisfy the requirements of paragraph (a). 33 
Each licensing board that requires a licensee to complete an 34 
educational course pursuant to this section may include the hour 35 
required for completion of the course in the total hours of 36 
continuing education required by law for such profession unless 37 
the continuing education requirements for such profession 38 
consist of fewer than 30 hours biennially. 39 
 (d)  Any person holding two or more licenses subject to the 40 
provisions of this section shall be permitted to show proof of 41 
having taken one board -approved course to satisfy the 42 
requirements of paragraph (a) for purposes of relicensure or 43 
recertification for additional licenses. 44 
 (e)  Failure to comply with t he requirements of this 45 
section shall constitute grounds for disciplinary action under 46 
each respective practice act and under s. 456.072(1)(k). In 47 
addition to discipline by the appropriate board, the licensee 48 
shall be required to complete the course requir ed under this 49 
section. 50

 (2)  Each appropriate board may adopt rules to carry out 51 
this section. 52 
 Section 2. This act shall take effect July 1, 2025. 53
