HB 337 2025 CODING: Words stricken are deletions; words underlined are additions. hb337-00 Page 1 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S A bill to be entitled 1 An act relating to cardiac emergencies on school 2 grounds; amending s. 1003.453, F.S.; revising a 3 requirement for instruction on cardiopulmonary 4 resuscitation and the use of an automated external 5 defibrillator; creating s. 1003.457, F.S.; requiring 6 each public school to develop a cardiac emergency 7 response plan (CERP); requiring school officials to 8 work with local emergency service providers to 9 integrate the CERP i nto emergency responder protocols; 10 providing a requirement for automated external 11 defibrillator placement; requiring that certain school 12 staff receive specified training as determined by the 13 CERP; providing an effective date. 14 15 Be It Enacted by the Le gislature of the State of Florida: 16 17 Section 1. Subsection (3) of section 1003.453, Florida 18 Statutes, is amended to read: 19 1003.453 School wellness and physical education policies; 20 nutrition guidelines. — 21 (3) School districts are encouraged to provide basic 22 training in first aid, including cardiopulmonary resuscitation, 23 for all students in grade 6 and grade 8. Instruction in the use of cardiopulmonary 27 resuscitation must be based on a one -hour, nationally recognized 28 program that uses the most current evidence -based emergency 29 cardiovascular care guidelines. The instruction must allow 30 students to practice the psychomotor skills associated with 31 performing cardiopulmonary resuscitation and use an automated 32 external defibrillator when a school district has the equipment 33 necessary to perform the instruction . Private and public 34 partnerships for providing trainin g or necessary funding are 35 encouraged. 36 Section 2. Section 1003.457, Florida Statutes, is created 37 to read: 38 1003.457 Cardiac emergencies on school grounds. — 39 (1) Each public school shall develop a cardiac emergency 40 response plan (CERP) that addresses the appropriate use of 41 school personnel to respond to incidents involving an individual 42 experiencing sudden cardiac arrest or a similar life -threatening 43 emergency while on school grounds. 44 (2) School officials shall work directly with local 45 emergency service providers to integrate the CERP into the 46 community's emergency responder protocols. Each CERP must 47 integrate evidence-based core elements, such as those 48 recommended by the American Heart Association core elements or 49 nationally recognized, evidence -based standards and core 50 HB 337 2025 CODING: Words stricken are deletions; words underlined are additions. hb337-00 Page 3 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S elements. 51 (3) Appropriate automated external defibrillator (AED) 52 placement must adhere to the CERP and be in accordance with 53 guidelines set by the American Heart Association. 54 (4) Appropriate school staff must be trained in first ai d, 55 cardiopulmonary resuscitation, and AED use that follow evidence -56 based guidelines set forth by the American Heart Association. 57 School staff selected to be trained shall be determined by the 58 CERP, including, but not limited to, all licensed coaches, in 59 conformity with the requirements under s. 1012.55; school 60 nurses; and athletic trainers. 61 Section 3. This act shall take effect July 1, 2025. 62
