Paragraph (o) of subsection (3) of section 14 1002.20, Florida Statutes, is amended to read: 15 1002.20 K-12 student and parent rights. —Parents of public 16 school students must receive accurate and timely information 17 regarding their child's academic progress and must be informed 18 of ways they can help their child to succeed in school. K -12 19 students and their parents are afforded numerous statutory 20 rights including, but not limited to, the following: 21 (3) HEALTH ISSUES.— 22 (o) Emergency opioid antagonist Naloxone use and supply.— 23 1. A public school may purchase a supply of a United 24 States Food and Drug Administration -approved emergency the 25 HB 355 2025 CODING: Words stricken are deletions; words underlined are additions. hb355-00 Page 2 of 2 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S opioid antagonist naloxone from a wholesale distributor as 26 defined in s. 499.003 or may enter into an arrangement with a 27 wholesale distributor or manufacturer as defined in s. 499.003 28 for such emergency opioid antagonist naloxone at fair-market, 29 free, or reduced prices for use in the even t that a student has 30 an opioid overdose. The emergency opioid antagonist naloxone 31 must be maintained in a secure location on the public school's 32 premises. 33 2. A school district employee who administers an approved 34 emergency opioid antagonist to a student in compliance with ss. 35 381.887 and 768.13 is immune from civil liability under s. 36 768.13. 37 Section 2. Paragraph (b) of subsection (1) of section 38 1004.0971, Florida Statutes, is amended to read: 39 1004.0971 Emergency opioid antagonists in Florida College 40 System institution and state university housing. — 41 (1) As used in this section, the term: 42 (b) "Emergency opioid antagonist" means a naloxone 43 hydrochloride or any similarly acting drug that blocks the 44 effects of opioids administered from outside the bod y and that 45 is approved by the United States Food and Drug Administration 46 for the emergency treatment of an opioid overdose. 47 Section 3. This act shall take effect July 1, 2025. 48
