2424 Be It Enacted by the Legislature of the State of Florida: 11

2626 Section 1. Paragraph (l) of subsection (1) of section 13
2727 1011.62, Florida Statutes, is amended to read: 14
2828 1011.62 Funds for operation of schools. —If the annual 15
2929 allocation from the Florida Education Finance Program t o each 16
3030 district for operation of schools is not determined in the 17
3131 annual appropriations act or the substantive bill implementing 18
3232 the annual appropriations act, it shall be determined as 19
3333 follows: 20
3434 (1) COMPUTATION OF THE BASIC AMOUNT TO BE INCLUDED FOR 21
3535 OPERATION.—The following procedure shall be followed in 22
3636 determining the annual allocation to each district for 23
3737 operation: 24

5151 membership based on International Baccalaureate examination 26
5252 scores of students.—A value of 0.16 full-time equivalent student 27
5353 membership shall be calculated for each student enrolled in an 28
5454 International Baccalaureate course who receives a score of 4 or 29
5555 higher, or a "C" or higher, on a subject examination. A value of 30
5656 0.3 full-time equivalent student membership shall be calculated 31
5757 for each student who receives an International Baccalaureate 32
5858 diploma. Such value shall be added to the total full -time 33
5959 equivalent student membership in basic programs for grades 9 34
6060 through 12 in the subsequent fiscal year. Each school district 35
6161 shall allocate 80 percent of the funds received from 36
6262 International Baccalaureate bonus FTE funding to the school 37
6363 program whose students generate the funds and to school programs 38
6464 that prepare prospective students to enroll in Inte rnational 39
6565 Baccalaureate courses. Funds shall be expended solely for the 40
6666 payment of allowable costs associated with the International 41
6767 Baccalaureate program. Allowable costs include International 42
6868 Baccalaureate annual school fees; International Baccalaureate 43
6969 examination fees; salary, benefits, and bonuses for teachers and 44
7070 program coordinators for the International Baccalaureate program 45
7171 and teachers and coordinators who prepare prospective students 46
7272 for the International Baccalaureate program; supplemental books ; 47
7373 instructional supplies; instructional equipment or instructional 48
7474 materials for International Baccalaureate courses; other 49
7575 activities that identify prospective International Baccalaureate 50

9191 School districts shall allocate the remaining 20 percent of the 54
9292 funds received from International Baccalaureate bonus FTE 55
9393 funding for programs that assi st academically disadvantaged 56
9494 students to prepare for more rigorous courses. The school 57
9595 district shall distribute to each classroom teacher who provided 58
9696 International Baccalaureate instruction: 59
9797 1. A bonus in the amount of $50 for each student taught by 60
9898 the International Baccalaureate teacher in each International 61
9999 Baccalaureate course who receives a score of 4 or higher , or a 62
100100 "C" or higher, on the International Baccalaureate examination. 63
101101 2. An additional bonus of $500 to each International 64
102102 Baccalaureate teacher in a school designated with a grade of "D" 65
103103 or "F" who has at least one student scoring 4 or higher , or a 66

105105 regardless of the number of classes taught or of the number of 68
106106 students scoring a 4 or higher, or a "C" or higher, on the 69

109109 Bonuses awarded under this paragraph shall be in addition to any 72
110110 regular wage or other bonus the teacher received or is scheduled 73
111111 to receive. For such courses, the teacher shall earn an 74
112112 additional bonus of $50 for each student who has a qualifying 75
