2424 Be It Enacted by the Legislature of the State of Florida: 11

2626 Section 1. Paragraph (w) is added to subsection (2) of 13
2727 section 1003.42, Florida Statutes, to read: 14
2828 1003.42 Required instruction. — 15
2929 (2) Members of the instructional staff of the public 16
3030 schools, subject to the rules of the State Board of Education 17
3131 and the district school board, shall teach efficiently and 18
3232 faithfully, using the books and materials required that meet the 19
3333 highest standards for professionalism and historical accuracy, 20
3434 following the prescribed course s of study, and employing 21
3535 approved methods of instruction, the following: 22
3636 (w)1. For students in grades 2 through 5, the study of 23
3737 cursive writing and the development of the skills necessary for 24
3838 legible cursive writing, including: 25

5555 2. By the end of grade 5, each student must demonstrate 30
5656 proficiency in cursive writing through an evaluation of written 31
5757 work. For purposes of this subparag raph, the term "proficiency 32
5858 in cursive writing" means all of the following: 33
5959 a. The ability to write uppercase and lowercase letters of 34
6060 the alphabet in cursive writing. 35
6161 b. Writing words and sentences in cursive legibly and 36
6262 maintaining proper spacing an d alignment. 37
6363 c. The ability to read and apply cursive writing in a 38
6464 manner that supports literacy development, including writing 39
6565 essays and assignments in cursive writing in accordance with 40
6666 state academic standards. 41

6868 The State Board of Education is encouraged to adopt standards 43
6969 and pursue assessment of the requirements of this subsection. 44
7070 Instructional programming that incorporates the values of the 45
7171 recipients of the Congressional Medal of Honor and that is 46
7272 offered as part of a social studies, Englis h Language Arts, or 47
7373 other schoolwide character building and veteran awareness 48
7474 initiative meets the requirements of paragraph (u). 49
7575 Section 2. This act shall take effect July 1, 2025. 50
