126126 postsecondary levels, and health issues. 77
127127 (b) The council shall propose measures to alleviate and 78
128128 correct the underlying causes of the conditions described in 79
129129 paragraph (a). These measures may consist of changes to the law 80
130130 or systematic changes that can be implemented without 81
131131 legislative action. 82
132132 (c) The council may study other topics suggested by the 83
133133 Legislature or as directed by the chair of the council. 84
134134 (d) The council shall receive suggestions or comments 85
135135 pertinent to the applicable issues from members of the 86
136136 Legislature, governmental agencies, pu blic and private 87
137137 organizations, and private citizens. 88
138138 (e) The council shall develop a strategic program and 89
139139 funding initiative to establish local Councils on the Social 90
140140 Status of Black Men and Boys. 91
141141 (5) The council may: 92
142142 (a) Access data held by any st ate departments or agencies, 93
143143 which data is otherwise a public record. 94
144144 (b) Make requests directly to the Joint Legislative 95
145145 Auditing Committee for assistance with research and monitoring 96
