A bill to be entitled 1 
An act relating to electrocardiograms for student 2 
athletes; amending s. 1002.20, F.S.; conforming 3 
provisions to changes made by the act; amending s. 4 
1006.20, F.S.; requiring certain students to receive 5 
an electrocardiogram to participate in interscholastic 6 
athletic competition; providing an exemption from such 7 
procedure; providing immunity from liability; 8 
providing an effective date. 9

Be It Enacted by the L egislature of the State of Florida: 11 
 12 
 Section 1.  Paragraph (b) of subsection (17) of section 13 
1002.20, Florida Statutes, is amended to read: 14 
 1002.20  K-12 student and parent rights. —Parents of public 15 
school students must receive accurate and timely info rmation 16 
regarding their child's academic progress and must be informed 17 
of ways they can help their child to succeed in school. K -12 18 
students and their parents are afforded numerous statutory 19 
rights including, but not limited to, the following: 20 
 (17)  ATHLETICS; PUBLIC HIGH SCHOOL. — 21 
 (b)  Medical evaluation and electrocardiogram .—Students 22 
must satisfactorily pass a medical evaluation each year and, if 23 
applicable, an electrocardiogram before participating in 24 
athletics, unless the parent objects in writing bas ed on 25

religious tenets or practices, in accordance with the provisions 26 
of s. 1006.20(2)(d). 27 
 Section 2.  Paragraphs (c) and (d) of subsection (2) of 28 
section 1006.20, Florida Statutes, are amended to read: 29 
 1006.20  Athletics in public K -12 schools.— 30 
 (2) ADOPTION OF BYLAWS, POLICIES, OR GUIDELINES. — 31 
 (c)1. The FHSAA shall adopt bylaws that require all 32 
students participating in interscholastic athletic competition 33 
or who are candidates for an interscholastic athletic team to 34 
satisfactorily pass a medical evaluation each year before 35 
participating in interscholastic athletic competition or 36 
engaging in any practice, tryout, workout, conditioning, or 37 
other physical activity associated with the student's candidacy 38 
for an interscholastic athletic team, includin g activities that 39 
occur outside of the school year. Such medical evaluation may be 40 
administered only by a practitioner licensed under chapter 458, 41 
chapter 459, chapter 460, or s. 464.012 or registered under s. 42 
464.0123 and in good standing with the practit ioner's regulatory 43 
board. The bylaws shall establish requirements for eliciting a 44 
student's medical history and performing the medical evaluation 45 
required under this paragraph, which shall include a physical 46 
assessment of the student's physical capabilitie s to participate 47 
in interscholastic athletic competition as contained in a 48 
uniform preparticipation physical evaluation and history form. 49 
The evaluation form shall incorporate the recommendations of the 50

American Heart Association for participation cardiova scular 51 
screening and shall provide a place for the signature of the 52 
practitioner performing the evaluation with an attestation that 53 
each examination procedure listed on the form was performed by 54 
the practitioner or by someone under the direct supervision o f 55 
the practitioner. The form shall also contain a place for the 56 
practitioner to indicate if a referral to another practitioner 57 
was made in lieu of completion of a certain examination 58 
procedure. The form shall provide a place for the practitioner 59 
to whom the student was referred to complete the remaining 60 
sections and attest to that portion of the examination. The 61 
preparticipation physical evaluation form shall advise students 62 
to complete a cardiovascular assessment and shall include 63 
information concerning al ternative cardiovascular evaluation and 64 
diagnostic tests. Results of such medical evaluation must be 65 
provided to the school. A student is not eligible to 66 
participate, as provided in s. 1006.15(3), in any 67 
interscholastic athletic competition or engage in an y practice, 68 
tryout, workout, or other physical activity associated with the 69 
student's candidacy for an interscholastic athletic team until 70 
the results of the medical evaluation have been received and 71 
approved by the school. 72 
 2.  In addition to the requirem ents of subparagraph 1., 73 
each student who is in grades 9 through 12 and is participating 74 
in interscholastic athletic competition or who is a candidate 75

for an interscholastic athletic team must also receive an 76 
electrocardiogram. 77 
 (d)  Notwithstanding the provisions of paragraph (c), a 78 
student may participate in interscholastic athletic competition 79 
or be a candidate for an interscholastic athletic team if the 80 
parent of the student objects in writing to the student 81 
undergoing a medical evaluation or receiving an 82 
electrocardiogram because such evaluation or electrocardiogram 83 
is contrary to his or her religious tenets or practices. 84 
However, in such case, there shall be no liability on the part 85 
of any person or entity in a position to otherwise rely on the 86 
results of such medical evaluation or electrocardiogram for any 87 
damages resulting from the student's injury or death arising 88 
directly from the student's participation in interscholastic 89 
athletics where an undisclosed medical condition that would have 90 
been revealed in the medical evaluation or electrocardiogram is 91 
a proximate cause of the injury or death. 92 
 Section 3. This act shall take effect July 1, 2025. 93
