460460 forms and procedures for ballots returned by mail, secure ballot 303
461461 intake stations, in-person return, or facsimile, which extends 304
462462 through the work areas of the absentee vote counting location 305
463463 and to storage. Chain of custody standards must: 306
464464 1. Enable monitoring of the ballot transport and receiving 307
465465 process by the county canvassing board and monitoring of 308
466466 precertification audits and postc ertification procedural audits. 309
467467 2. Include validation and reporting by the county 310
468468 canvassing board on a daily basis during the election that the 311
469469 required chain of custody forms are properly completed, that 312
470470 chain of custody is not broken, that any exceptions are noted 313
471471 with an action plan to resolve the issue, and that sent and 314
472472 received ballot quantities and seals match and are consistent 315
473473 with the seal number ranges and ballot transport container 316
474474 numbers assigned to particular locations. Such validat ion and 317
475475 reporting must include objective measures for determining ballot 318
476476 quantities received at the vote counting location and 319
477477 determining ballot quantities when moved between work areas of 320
478478 the vote counting location. 321
479479 3. Require that appropriate correcti ve measures as 322
480480 determined by the department be taken immediately when the chain 323
481481 of custody is broken. Such measures must include notification 324
482482 and reasonable steps to correct the issue, employee education, 325

498498 transport time; a broken seal; a marking that is not legally 329
499499 binding, such as overwritten data entry without proper notation; 330
500500 missing or disparate ballot quantities; and other circ umstances 331

502502 5. Prohibit the comingling of absentee ballots from a 333
503503 secure ballot intake station, the United States Postal Service, 334
504504 in-person return at the supervisor's office or vote counting 335
505505 location, or facsimile until the cha in of custody validation is 336
506506 completed from each source by election officials, political 337
507507 action committee designees, and major political party designees. 338
508508 6. If return ballot postage is prepaid by a supervisor, 339
509509 require the supervisor to have separate post office billing 340
510510 permits dedicated to and used exclusively for outgoing ballots 341
511511 and returned ballots to enable auditing. Post office billing 342
512512 records must be reconciled on a daily basis with the number of 343
513513 absentee ballots sent to and received from the United States 344
514514 Postal Service. The supervisor may not use the post office 345
515515 billing permits required under this subparagraph for mailing of 346
516516 other items. 347
517517 7. If return ballot postage is not prepaid by a 348
518518 supervisor, require the supervisor to employ other means to 349
