3232 Section 1. Section 267.0722, Florida Statutes, is amended 19

3535 (1) There is created within the division the Florida 22
3636 Museum of Black History . The museum, once constructed, shall be 23
3737 a multipurpose facility capable of generating revenues to offset 24

5353 (2) Based on the report delivered by the Florida Museum of 28
5454 Black History governing board to the Governor, the President of 29
5555 the Senate, the Speaker of the House of Representatives, the 30
5656 Minority Leader of the Senate, and the Minority Leader of the 31
5757 House of Representatives, the Legislature: 32
5858 (a) Determines that the City of Opa -locka shall be the 33
5959 permanent location of the Florida Museum of Black History. 34
6060 (b) Designates the Opa -locka Historic City Hal l and Fire 35
6161 Station as the interim location for a temporary museum. 36
6262 (c) Designates the Ten North Group, a nonprofit 37
6363 organization located in Opa -locka, as the entity responsible for 38
6464 creating exhibits at the temporary museum. 39
6565 (3)(a) A governing board is established to oversee the 40
6666 predevelopment activities and the development and governance of 41
6767 the museum. The governing board shall consist of no more than 25 42
6868 members, appointed by July 31, 2025, as follows: 43
6969 1. Two members appointed by the Executive Office of the 44

105105 (e) In conducting the predevelopment activities, the 68
106106 governing board must conduct site visits and guide the design 69
107107 and planning phases with a focus on conceptual desig n, 70
108108 regulatory compliance, and community engagement. Additionally, 71
109109 the governing board may take an active role in securing 72
110110 necessary funding and financing, approving detailed financial 73
111111 models, establishing strategic partnerships, and coordinating 74
112112 the procurement of contractors and resources to ensure that the 75

126126 (f) By March 1, 2026, the governing board shall submit a 77
127127 written report detailing its plans for constructing the 78
128128 permanent museum to the G overnor, the President of the Senate, 79
129129 and the Speaker of the House of Representatives. 80
130130 (4)(a) The Department of State shall provide support, 81
131131 including administrative support, to implement the 82
132132 predevelopment activities of the museum. The department shall 83
133133 also make historical artifacts, as requested by the Ten North 84
134134 Group, available as part of the exhibits for the temporary 85
135135 museum. 86
136136 (b) The Ten North Group must create at least two exhibits 87
137137 at the temporary museum within the first year of the temporary 88
138138 museum's existence. Task Force for the purpose of providing 89
139139 recommendations to the division for the planning, construction, 90
140140 operation, and administration of a Florida Museum of Black 91
141141 History. The museum shall be a multipurpose facility capable of 92
142142 generating self-sustaining revenues, with archival research and 93
143143 storage facilities, meeting rooms, full service banquet 94
144144 facilities that include a kitchen capable of serving at least 95
145145 250 people at a single event, and a performing arts theater that 96
146146 shall be made availabl e for private events. 97
147147 (2) The task force shall be composed of nine members. 98
148148 Three members shall be appointed by the Governor, three members 99
149149 shall be appointed by the President of the Senate, and three 100

165165 areas: tenured faculty in history at a Florida public or private 104

167167 or preservation; multipurpose public building design or 106

169169 finance; marketing; law; or education. All appointments shall be 108
170170 made no later than July 31, 2023. 109
171171 (3) Members of the task force shall s erve without 110
172172 compensation or honorarium but shall be entitled to receive 111
173173 reimbursement for per diem and travel expenses as provided in s. 112

175175 (4) The division shall provide the task force with staff 114
176176 and expend funds as necessary to assist the task f orce in the 115
177177 performance of its duties. 116
178178 (5) The task force shall develop the following: 117
179179 (a) Plans for the location, design, and construction of 118
180180 the museum and all necessary facilities. 119
181181 (b) Recommendations for the operation and administration 120
182182 of the museum upon completion of construction. 121
183183 (c) A marketing plan that may be executed by the Florida 122
184184 Tourism Industry Marketing Corporation to promote the museum. 123

217217 7. The inherent worth and dignity of human life, with a 144
218218 focus on the prevention of genocide. 145
219219 (6) Before July 1, 2024, the task force shall submit a 146
220220 report detailing its plans and recommendations to the Governor, 147
221221 the President of the Senate, the Speaker of the House of 148
222222 Representatives, the Minority Leader of the Senate, and the 149

241241 Section 2. For the 2025-2026 fiscal year, the sum of 156
242242 $750,000 in nonrecurring funds is appropriated from the General 157
243243 Revenue Fund to the Florida Museum of Black History governing 158
244244 board for predevelopment activities, with no more than 10 159
245245 percent of the funds to be used for administrative expenses. 160
246246 Section 3. For the 2025-2026 fiscal year, the sum of 161
247247 $750,000 in nonrecurring funds is appropriated from the General 162
248248 Revenue Fund to the Florida Museum of Black History governing 163
249249 board for use by the Ten North Group for expenses incurred in 164
250250 creating the exhibits for the temporary museum. 165
251251 Section 4. This act shall take effect July 1, 2025. 166
