27- Section 1. Statewide pawn data database feasibility 14
28-study. 15
29- (1) As used in this section, the term: 16
30-(a) "Department" means the Department of Law Enfo rcement. 17
31- (b) "Pawn data" means information related to the 18
32-transactions of secondhand dealers and secondary metals 19
33-recyclers, including pawn shops, that is required by chapter 538 20
34-and chapter 539, Florida Statutes, to be reported electronically 21
35-to law enforcement officials. This includes, but is not limited 22
36-to, descriptions of property, seller information, transaction 23
37-dates, and any other data related to the exchange of goods. 24
38- (2) The department shall conduct a feasibility study 25

51-regarding the creation of a statewide pawn data database which, 26
52-at a minimum, must: 27
53- (a) Allow law enforcement agencies in all counties in the 28
54-state to access, update, and share pawn data in real -time. 29
55- (b) Be provided free of charge to all law enforcement 30
56-agencies in the state. 31
57- (c) Be interoperable between different law enforcement 32
58-databases, software solutions, and jurisdictions and meet 33
59-established data standards to facilitate seamless communication 34
60-between law enforcement agencies. 35
61- (d) Ensure compliance with applicable pr ivacy and security 36
62-laws. 37
63- (3) By January 1, 2026, the department must report to the 38
64-President of the Senate and the Speaker of the House of 39
65-Representatives the results of the feasibility study. 40
66- (4) This section is repealed upon submission of the study 41
67-under subsection (3). 42
68- Section 2. As authorized by and consistent with funding 43
69-specifically appropriated in the General Appropriations Act, the 44
70-Department of Law Enforcement shall complete the feasibility 45
71-study required by this act. 46
72- Section 3. This act shall take effect July 1, 2025. 47
