2929 Be It Enacted by the Legi slature of the State of Florida: 16

3131 Section 1. This act may be cited as the "Economic Self -18
3232 Sufficiency for Working Individuals with Disabilities." 19
3333 Section 2. Section 409.9141, Florida Statutes, is created 20
3434 to read: 21
3535 409.9141 Medicaid buy -in program for working individuals 22

3737 (1)(a) Contingent upon federal approval through a Medicaid 24
3838 waiver or a state plan amendment, the agency shall implement and 25

5151 administer a Medicaid buy -in program, authorized under the 26
5252 Ticket to Work and Work Ince ntives Improvement Act of 1999, Pub. 27
5353 L. No. 106-170, and the Balanced Budget Act of 1997, Pub. L. No. 28
5454 105-33, for individuals with disabilities who are between 18 and 29
5555 64 years of age who work and whose incomes exceed the maximum 30
5656 income eligibility level fo r initial enrollment to obtain 31
5757 coverage for medical assistance under the Medicaid program. The 32
5858 agency shall determine the new income eligibility level for such 33
5959 individuals. 34
6060 (b) The Medicaid buy -in program under paragraph (a) must 35
6161 provide full Medicaid be nefits to eligible individuals and must 36
6262 limit any premiums or cost sharing to a percentage, as 37
6363 determined by the agency, of an eligible individual's income. 38
6464 (2) By October 1, 2025, the agency shall seek federal 39
6565 approval through a Medicaid waiver or a sta te plan amendment as 40
6666 necessary to implement the Medicaid buy -in program under this 41
6767 section. The agency shall implement and administer the Medicaid 42
6868 buy-in program upon receiving federal approval. 43
6969 Section 3. This act shall take effect upon becoming a law. 44
