17	17	of Highway Safety and Motor Vehicles to issue a 4
18	18	lifetime disabled parking permit to certain 5
19	19	permanently disabled persons; requiring the validation 6
20	20	sticker issued with such permit to indicate that the 7
21	21	permit does not expire; authorizing a person who has 8
22	22	been issued such a permit to provide a certificate of 9
23	23	disability issued at any time in order to obtain a 10
24	24	replacement for a lost or stolen permit; providing an 11
25	25	effective date. 12

27	27	Be It Enacted by the Legislature of the State of Florida: 14

29	29	Section 1. Paragraph (a) of subsection (1) and subsection 16
30	30	(2) of section 320.0848, Florida Statutes, are amended to read: 17
31	31	320.0848 Persons who have disabilities; issuance of 18
32	32	disabled parking permits; temporary permits; permits for certain 19
33	33	providers of transportation services to persons who have 20
34	34	disabilities.— 21
35	35	(1)(a) The Department of Highway Safety and Motor Vehicles 22
36	36	or its authorized agents shall, upon application and receipt of 23
37	37	the fee:, 24
38	38	1. Issue a disabled parking permit for a period of up to 4 25

51	51	years, which period ends on the applicant's birthday, to a any 26
52	52	person who has long-term mobility impairment ; 27
53	53	2. Issue, or a temporary disabled parking permit for up to 28
54	54	not to exceed 6 months to a any person who has a temporary 29
55	55	mobility impairment; or 30
56	56	3. Issue a lifetime disabled parking permit to a person 31
57	57	who is certified as permanently disabled due to permanent 32
58	58	dismemberment or an amputation and is in need of the disabled 33
59	59	parking permit due to that permanent dismemberment or 34
60	60	amputation. A lifetime disabled parking permit is valid from the 35
61	61	date of issuance until the pe rson's death and is not subject to 36
62	62	renewal under paragraph (d) . 37

64	64	A No person is not will be required to pay a fee for a parking 39
65	65	permit for disabled persons more than once in a 12 -month period 40
66	66	from the date of the prior fee payment. 41
67	67	(2) DISABLED PARKING P ERMIT; PERSONS WITH LONG -TERM 42
68	68	MOBILITY PROBLEMS, PERMANENT DISMEMBERMENT, OR AMPUTATION .— 43
69	69	(a) The disabled parking permit is a placard that can be 44
70	70	placed in a motor vehicle so as to be visible from the front and 45
71	71	rear of the vehicle. Each side of the plac ard must have the 46
72	72	international symbol of accessibility in a contrasting color in 47
73	73	the center so as to be visible. One side of the placard must 48
74	74	display the applicant's driver license number or state 49
75	75	identification card number along with a warning that the 50

88	88	applicant must have such identification at all times while using 51
89	89	the parking permit. In those cases where the severity of the 52
90	90	disability prevents a disabled person from physically visiting 53
91	91	or being transported to a driver license or tax collector office 54
92	92	to obtain a driver license or identification card, a certifying 55
93	93	physician may sign the exemption section of the department's 56
94	94	parking permit application to exempt the disabled person from 57
95	95	being issued a driver license or identification card for the 58
96	96	number to be displayed on the parking permit. A validation 59
97	97	sticker must also be issued with each disabled parking permit, 60
98	98	showing the month and year of expiration , or, in the case of a 61
99	99	lifetime disabled parking permit, indicating that the permit 62
100	100	does not expire, on each side of the placard. Validation 63
101	101	stickers must be of the size specified by the Department of 64
102	102	Highway Safety and Motor Vehicles and must be affixed to the 65
103	103	disabled parking permits. The disabled parking permits must use 66
104	104	the same colors as license plate va lidations. 67
105	105	(b) License plates issued under ss. 320.084, 320.0842, 68
106	106	320.0843, and 320.0845 are valid for the same parking privileges 69
107	107	and other privileges provided under ss. 316.1955, 316.1964, and 70
108	108	526.141(5)(a). 71
109	109	(c) The department shall not issue an addi tional disabled 72
110	110	parking permit unless the applicant states that he or she is a 73
111	111	frequent traveler or a quadriplegic. The department may not 74
112	112	issue to any one eligible applicant more than two disabled 75

125	125	parking permits except to an organization in accordance wi th 76
126	126	paragraph (1)(e). Subsections (1), (5), (6), and (7) apply to 77
127	127	this subsection. 78
128	128	(d) To obtain a replacement for a disabled parking permit 79
129	129	that has been lost or stolen, a person must submit an 80
130	130	application on a form prescribed by the department, pay a 81
131	131	replacement fee in the amount of $1, to be retained by the 82
132	132	issuing agency, and provide a certificate of disability issued 83
133	133	within the last 12 months pursuant to subsection (1), except 84
134	134	that: and pay a replacement fee in the amount of $1, to be 85
135	135	retained by the issuing agency. 86
136	136	1. If the person submits with the application a police 87
137	137	report documenting that the permit was stolen, there is no 88
138	138	replacement fee. 89
139	139	2. A veteran who has been previously evaluated and 90
140	140	certified by the United States Department of Vetera ns Affairs or 91
141	141	any branch of the United States Armed Forces as permanently and 92
142	142	totally disabled from a service -connected disability may provide 93
143	143	a United States Department of Veterans Affairs Form Letter 27 -94
144	144	333, or its equivalent, issued within the last 12 m onths in lieu 95
145	145	of a certificate of disability. 96
146	146	3. A person who has been issued a lifetime disabled 97
147	147	parking permit under subparagraph (1)(a)3. may provide a 98
148	148	certificate of disability issued at any time. 99
149	149	(e) A person who qualifies for a disabled parking p ermit 100

162	162	under this section may be issued an international wheelchair 101
163	163	user symbol license plate under s. 320.0843 in lieu of the 102
164	164	disabled parking permit; or, if the person qualifies for a "DV" 103
165	165	license plate under s. 320.084, such a license plate may be 104
166	166	issued to him or her in lieu of a disabled parking permit. 105
167	167	Section 2. This act shall take effect July 1, 2025. 106
