2727 Be It Enacted by the Legislature of the State of Florida: 14

2929 Section 1. Paragraph (a) of subsection (1) and subsection 16
3030 (2) of section 320.0848, Florida Statutes, are amended to read: 17
3131 320.0848 Persons who have disabilities; issuance of 18
3232 disabled parking permits; temporary permits; permits for certain 19
3333 providers of transportation services to persons who have 20
3434 disabilities.— 21
3535 (1)(a) The Department of Highway Safety and Motor Vehicles 22
3636 or its authorized agents shall, upon application and receipt of 23

3838 1. Issue a disabled parking permit for a period of up to 4 25

5151 years, which period ends on the applicant's birthday, to a any 26
5252 person who has long-term mobility impairment ; 27
5353 2. Issue, or a temporary disabled parking permit for up to 28
5454 not to exceed 6 months to a any person who has a temporary 29
5555 mobility impairment; or 30
5656 3. Issue a lifetime disabled parking permit to a person 31
5757 who is certified as permanently disabled due to permanent 32
5858 dismemberment or an amputation and is in need of the disabled 33
5959 parking permit due to that permanent dismemberment or 34
6060 amputation. A lifetime disabled parking permit is valid from the 35
6161 date of issuance until the pe rson's death and is not subject to 36
6262 renewal under paragraph (d) . 37

6464 A No person is not will be required to pay a fee for a parking 39
6565 permit for disabled persons more than once in a 12 -month period 40
6666 from the date of the prior fee payment. 41
6767 (2) DISABLED PARKING P ERMIT; PERSONS WITH LONG -TERM 42
6868 MOBILITY PROBLEMS, PERMANENT DISMEMBERMENT, OR AMPUTATION .— 43
6969 (a) The disabled parking permit is a placard that can be 44
7070 placed in a motor vehicle so as to be visible from the front and 45
7171 rear of the vehicle. Each side of the plac ard must have the 46
7272 international symbol of accessibility in a contrasting color in 47
7373 the center so as to be visible. One side of the placard must 48
7474 display the applicant's driver license number or state 49
7575 identification card number along with a warning that the 50

8888 applicant must have such identification at all times while using 51
8989 the parking permit. In those cases where the severity of the 52
9090 disability prevents a disabled person from physically visiting 53
9191 or being transported to a driver license or tax collector office 54
9292 to obtain a driver license or identification card, a certifying 55
9393 physician may sign the exemption section of the department's 56
9494 parking permit application to exempt the disabled person from 57
9595 being issued a driver license or identification card for the 58
9696 number to be displayed on the parking permit. A validation 59
9797 sticker must also be issued with each disabled parking permit, 60
9898 showing the month and year of expiration , or, in the case of a 61
9999 lifetime disabled parking permit, indicating that the permit 62
100100 does not expire, on each side of the placard. Validation 63
101101 stickers must be of the size specified by the Department of 64
102102 Highway Safety and Motor Vehicles and must be affixed to the 65
103103 disabled parking permits. The disabled parking permits must use 66
104104 the same colors as license plate va lidations. 67
105105 (b) License plates issued under ss. 320.084, 320.0842, 68
106106 320.0843, and 320.0845 are valid for the same parking privileges 69
107107 and other privileges provided under ss. 316.1955, 316.1964, and 70
108108 526.141(5)(a). 71
109109 (c) The department shall not issue an addi tional disabled 72
110110 parking permit unless the applicant states that he or she is a 73
111111 frequent traveler or a quadriplegic. The department may not 74
112112 issue to any one eligible applicant more than two disabled 75

125125 parking permits except to an organization in accordance wi th 76
126126 paragraph (1)(e). Subsections (1), (5), (6), and (7) apply to 77
127127 this subsection. 78
128128 (d) To obtain a replacement for a disabled parking permit 79
129129 that has been lost or stolen, a person must submit an 80
130130 application on a form prescribed by the department, pay a 81
131131 replacement fee in the amount of $1, to be retained by the 82
132132 issuing agency, and provide a certificate of disability issued 83
133133 within the last 12 months pursuant to subsection (1), except 84
134134 that: and pay a replacement fee in the amount of $1, to be 85
135135 retained by the issuing agency. 86
136136 1. If the person submits with the application a police 87
137137 report documenting that the permit was stolen, there is no 88
138138 replacement fee. 89
139139 2. A veteran who has been previously evaluated and 90
140140 certified by the United States Department of Vetera ns Affairs or 91
141141 any branch of the United States Armed Forces as permanently and 92
142142 totally disabled from a service -connected disability may provide 93
143143 a United States Department of Veterans Affairs Form Letter 27 -94
144144 333, or its equivalent, issued within the last 12 m onths in lieu 95
145145 of a certificate of disability. 96
146146 3. A person who has been issued a lifetime disabled 97
147147 parking permit under subparagraph (1)(a)3. may provide a 98
148148 certificate of disability issued at any time. 99
149149 (e) A person who qualifies for a disabled parking p ermit 100

162162 under this section may be issued an international wheelchair 101
163163 user symbol license plate under s. 320.0843 in lieu of the 102
164164 disabled parking permit; or, if the person qualifies for a "DV" 103
165165 license plate under s. 320.084, such a license plate may be 104
166166 issued to him or her in lieu of a disabled parking permit. 105
167167 Section 2. This act shall take effect July 1, 2025. 106
