15	15	An act relating to fees; amending s. 585.713, F.S.; 2

17	17	fees in amounts to be determined by the Department of 4
18	18	Agriculture and Consumer Services; providing a limit 5
19	19	on such fees; requiring the department to notify a 6
20	20	certificateholder of the annual renewal fee by a 7
21	21	specified date; providing a contingent effective date. 8

23	23	Be It Enacted by the Legislature of the Sta te of Florida: 10

25	25	Section 1. Section 585.713, as created by HB 1481, 2025 12
26	26	Regular Session, is amended to read: 13
27	27	585.713 Certificate of registration and inspection. — 14
28	28	(1) Each dog breeder within this state must apply to the 15
29	29	department, on a form supplie d by the department, for a 16
30	30	certificate of registration. Each application for a certificate 17
31	31	of registration must be accompanied by a registration fee in an 18
32	32	amount determined by the department. 19
33	33	(2) The certificate of registration must be renewed 20
34	34	annually on its anniversary date upon satisfactorily showing 21
35	35	that the applicant has complied with this part and department 22
36	36	rules and has paid the an annual renewal fee in an amount 23
37	37	determined by the department . 24

51	51	annual renewal fee may exceed $500. 26
52	52	(4)(3) The department shall provide to each dog breeder 27
53	53	subject to this section a written notice and renewal form no 28
54	54	less than 60 days before the annual renewal date, which informs 29
55	55	the dog breeder of the certificate of registration renewal date 30
56	56	and the applicable fee . 31
57	57	(5)(4) The department may assess penalties for late 32
58	58	filing, not to exceed $500. Upon application before the renewal 33
59	59	date, the department may, for good cause, such as a natural 34
60	60	disaster, hardship, or u nusual circumstance, supported by 35
61	61	written documentation, extend the renewal date without penalty 36
62	62	for up to 90 days. 37
63	63	(6)(5) The department shall issue a certificate of 38
64	64	inspection to any dog breeding facility that meets the 39
65	65	requirements of this part and de partment rules. 40
66	66	(7)(6) Each dog breeder and dog breeding facility must 41
67	67	conspicuously post its certificate of registration and 42
68	68	certificate of inspection, respectively, in a place that is in 43
69	69	clear and unobstructed public view. 44
70	70	Section 2. This act shall take effect on the same date 45
71	71	that HB 1481 or similar legislation takes effect , if such 46
72	72	legislation is adopted in the same legislative session or an 47
73	73	extension thereof and becomes a law. 48
