A bill to be entitled 1 
An act relating to officers and employees of the North 2 
Springs Improvement District, Broward County; amending 3 
chapter 2005-341, Laws of Florida, as amended; adding 4 
to the district charter a prohibition for conflicting 5 
employment or contractual relationships; providing an 6 
effective date. 7

Be It Enacted by the Legislature of the State of Florida: 9 
 10 
 Section 1.  Section 57 is added to section 3 of chapter 11 
2005-341, Laws of Florida, as amended by chapters 2007 -285, 12 
2010-269, 2011-251, 2015-192, 2017-209, and 2021-256, Laws of 13 
Florida, to read: 14 
 Section 57. Conflicting employment or contractual 15 
relationship.—Notwithstanding s. 112.313(7)(a), Florida 16 
Statutes, no officer or employee of the district shall have or 17 
hold any employment or contractual relationship with any 18 
business entity or any agency which is subject to the regulation 19 
of, or is doing business with, the district, excluding those 20 
organizations and their officers who, when acting in their 21 
official capacity, enter into or negotiate a collective 22 
bargaining contract with the state or any municipality, county, 23 
or other political subdivision of the state; nor shall an 24 
officer or employee of the district h ave or hold any employment 25

or contractual relationship that will create a continuing or 26 
frequently recurring conflict between his or her private 27 
interests and the performance of his or her public duties or 28 
that would impede the full and faithful discharge of his or her 29 
public duties. 30 
 Section 2. This act shall take effect upon becoming a law. 31
