A bill to be entitled 1
An act relating to the City of Oviedo, Seminole 2
County; designating boundaries of an arts and 3
entertainment district; providing an exception to 4
general law; authorizing the Division of Alcoholic 5
Beverages and Tobacco of the Department of Business 6
and Professional Regulation to issue special licenses 7
or modify existing licenses for bona fide licensees 8
operating within such entertainment district for the 9
sale of certain alcoholic beverages for consumption 10
off the premises; providing that special licenses or 11
modifications of existing licenses are in addition to 12
certain other authorized temporary permits; requiring 13
the bona fide licensees to comply with all other 14
statutory requirements; providing an effective date. 15

Be It Enacted by the Legislature of the State of Florida: 17

Section 1. There is created a special zone within the City 19
of Oviedo to be known as the "Oviedo Arts and Entertainment 20
District," more particularly described as follows: 21

Section 2. (1) Notwithstanding chapter 561, Florida 514
Statutes, and any other provision of law, the Division of 515
Alcoholic Beverages and Tobacco of the Department of Business 516
and Professional Regulation shall issue, for bona fide licensees 517
operating validly licensed premises within the Oviedo Arts and 518
Entertainment District, at all times and throughou t the entirety 519
of the arts and entertainment district unless prohibited or 520
limited in geographical area by the Oviedo City Council or its 521
designee, a special license or modify an existing license to 522
sell alcoholic beverages for consumption on the premises, in 523
open containers, to be removed from the premises by patrons and 524
consumed within the entertainment district. The type, design and 525

color of the open container to be removed from the premises 526

(2) The special licenses or modifications of existing 528
licenses authorized by this act are in addition to any other 529
temporary permits authorized pursuant to chapter 561, Florida 530
Statutes. 531
(3) The bona fide licensees shall comply with all other 532
requirements of The Beverage Law during the special allowances 533
authorized by this act. 534
Section 3. This act shall take effect upon becoming a law. 535
