A bill to be entitled 1 
An act relating to the Pasco County Mosquito Control 2 
District, Pasco County; amending chapter 2005 -322, 3 
Laws of Florida; providing applicability of laws on 4 
term limits for independent special district board 5 
members; designating geographical subdistricts; 6 
providing qualifications for board candidates and 7 
members; removing obsolete language; providing an 8 
effective date. 9

Be It Enacted by the Legislature of the State of Florida: 11 
 12 
 Section 1.  Subsection (5) of section 1 of section 2 of 13 
chapter 2005-322, Laws of Florida, is amended to read: 14 
 Section 1.  Minimum charter requirements. —In accordance 15 
with section 189.404(3), Florida Statutes, the following 16 
subsections shall comprise the minimum required charter 17 
provisions for Pasco County Mosquito Control District: 18 
 (5)  In accordance with section 388.101(1), Florida 19 
Statutes, the district is governed by a three -member board, and 20 
section 189.0312, Florida Statu tes, as may be amended, applies 21 
to this subsection, except that a member of the board may not 22 
serve for more than two 4 -year terms. Notwithstanding section 23 
388.101, Florida Statutes, the following apply, beginning with 24 
the November 2026 election: 25

 (a)  The office of each member of the board is designated 26 
as being a seat on the board, distinguished from each of the 27 
other seats by a numeral 1, 2, or 3, which represents designated 28 
geographical subdistricts. 29 
 1.  Seat 1: All property west of the eastern boundar y of 30 
Little Road (Pasco County Road 1), to the north where Little 31 
Road ends at U.S. 19, all property west of U.S. 19, and to the 32 
south where Little Road ends at Trinity Boulevard, all property 33 
north of Trinity Boulevard. 34 
 2.  Seat 2: All property east of t he eastern boundary of 35 
Little Road (Pasco County Road 1), to the north where Little 36 
Road ends at U.S. 19, all property east of U.S. 19, and to the 37 
south where Little Road ends at Trinity Boulevard, all property 38 
south of Trinity Boulevard, and west of Inter state 75 (State 39 
Road 93). 40 
 3.  Seat 3: All property east of the western boundary of 41 
Interstate 75 (State Road 93), along census block lines to the 42 
eastern boundary of Pasco County. 43 
 (b)  Candidates for the board must qualify as directed by 44 
chapter 99, Florida Statutes. Each candidate must designate, at 45 
the time he or she qualifies, the seat on the board for which he 46 
or she qualifies. Each candidate must reside in the designated 47 
subdistrict, and only electors of the subdistrict are authorized 48 
to vote for the member of that subdistrict. The name of each 49 
candidate who qualifies must be included on the ballot in a way 50

that clearly indicates the seat for which he or she is a 51 
candidate. The candidate for each seat who receives the most 52 
votes shall be elected to th e board. 53 
 (c)  Each member shall be elected for a term of 4 years and 54 
serve until the member's successor assumes office. 55 
 (d)  For the length of their terms of office, members of 56 
the board must remain residents and electors of the subdistrict 57 
from which they are elected to represent By resolution dated 58 
March 8, 1993, the board elected to stagger the members' terms 59 
of office pursuant to section 388.101(3), Florida Statutes. 60 
Therefore, upon this act becoming law, one board member shall be 61 
elected in the 2006 general election and two board members in 62 
the 2008 general election. Thereafter, each election shall be 63 
for a term of 4 years . The membership and organization of the 64 
board shall be as set forth in this act and chapter 388, Florida 65 
Statutes. 66 
 Section 2.  This act shall take effect July 1, 2025. 67
