27- Section 1. Subsection (5) of section 1 of section 2 of 16
28-chapter 2005-322, Laws of Florida, is amende d to read: 17
29- Section 1. Minimum charter requirements. —In accordance 18
30-with section 189.404(3), Florida Statutes, the following 19
31-subsections shall comprise the minimum required charter 20
32-provisions for Pasco County Mosquito Control District: 21
33- (5) In accordance with section 388.101(1), Florida 22
34-Statutes, the district is governed by a three -member board, and 23
35-section 189.0312, Florida Statutes, as may be amended, applies 24
36-to this subsection, except that a member of the board may not 25

47-serve for more than two 4 -year terms. Notwithstanding section 26
48-388.101, Florida Statutes, the following apply, beginning with 27
49-the November 2026 election: 28
50- (a) The office of each member of the board is designated 29
51-as being a seat on the board, distinguished from each of the 30
52-other seats by a numeral 1, 2, or 3, which represents designated 31
53-geographical subdistricts. 32
54- (b) The Pasco County Board of County Commissioners shall 33
55-be responsible for drawing the boundaries of the geographical 34
56-subdistricts after providing notice and public hearing as 35
57-provided in general law. The geographical subdistricts shall 36
58-consist of contiguous and compact territories, nearly equal in 37
59-population as is practicable, and shall use existing political 38
60-and geographical boundaries. The Pasco County Board of County 39
61-Commissioners shall draw initial geographical subdistricts by 40
62-January 1, 2026, and following the completion of a decennial 41
63-census thereafter. 42
64- (c) Candidates for the board must qualify as directed by 43
65-chapter 99, Florida Statutes. Each candidate must designate, a t 44
66-the time he or she qualifies, the seat on the board for which he 45
67-or she qualifies. Each candidate must reside in the designated 46
68-subdistrict, and only electors of the subdistrict are authorized 47
69-to vote for the member of that subdistrict. The name of each 48
70-candidate who qualifies must be included on the ballot in a way 49
71-that clearly indicates the seat for which he or she is a 50

56+ 2. Seat 2: All property east of t he eastern boundary of 35
57+Little Road (Pasco County Road 1), to the north where Little 36
58+Road ends at U.S. 19, all property east of U.S. 19, and to the 37
59+south where Little Road ends at Trinity Boulevard, all property 38
60+south of Trinity Boulevard, and west of Inter state 75 (State 39
61+Road 93). 40
62+ 3. Seat 3: All property east of the western boundary of 41
63+Interstate 75 (State Road 93), along census block lines to the 42
64+eastern boundary of Pasco County. 43
65+ (b) Candidates for the board must qualify as directed by 44
66+chapter 99, Florida Statutes. Each candidate must designate, at 45

82-candidate. The candidate for each seat who receives the most 51
83-votes shall be elected to the board. 52
84- (d) Each member shall be elected fo r a term of 4 years and 53
85-serve until the member's successor assumes office. 54
86- (e) For the length of their terms of office, members of 55
87-the board must remain residents and electors of the subdistrict 56
88-from which they are elected to represent By resolution dated 57
89-March 8, 1993, the board elected to stagger the members' terms 58
90-of office pursuant to section 388.101(3), Florida Statutes. 59
91-Therefore, upon this act becoming law, one board member shall be 60
92-elected in the 2006 general election and two board members in 61
93-the 2008 general election. Thereafter, each election shall be 62
94-for a term of 4 years . The membership and organization of the 63
95-board shall be as set forth in this act and chapter 388, Florida 64
96-Statutes. 65
97- Section 2. This act shall take effect July 1, 2025. 66
