A bill to be entitled 1 
An act relating to funding for environmental resource 2 
management; amending s. 259.1055, F.S.; removing 3 
provisions authorizing voluntary agreements with 4 
private landowners for environmental services within 5 
the Florida wildlife corridor; repealing ss. 260.0145 6 
and 380.095, F.S., relating to the Local Trail 7 
Management Grant Program and dedicated funding for 8 
conservation lands, resiliency, and clean water 9 
infrastructure, respectively; amending ss. 17.71 and 10 
259.037, F.S.; conforming provisions to changes made 11 
by the act; providing an effective date. 12

Be It Enacted by the Legislature of the State of Florida: 14 
 15 
 Section 1.  Subsection (6) of section 259.1055, Flori da 16 
Statutes, is amended to read: 17 
 259.1055  Florida wildlife corridor. β€” 18 
 (6)  MANAGEMENT TECHNIQUES. β€”The Fish and Wildlife 19 
Conservation Commission is authorized to enter into voluntary 20 
agreements with private landowners for environmental services 21 
within the Florida wildlife corridor. 22 
 (a)  The agreements must require that the landowner protect 23 
and restore water resources; improve management of wildlife 24 
habitat, including the long -term conservation of forest and 25

grassland soils and native plants; manage the land in a manner 26 
that keeps the desired ecosystem healthy for protected species, 27 
such as the gopher tortoise and the Florida panther; or provide 28 
other incentives to landowners to continue and improve land uses 29 
that are both economically sustainable and ben eficial to the 30 
environment of this state. 31 
 (b)  The commission shall ensure that any agreement for 32 
environmental services entered into requires the landowner to 33 
manage the land in a manner that improves or enhances the land 34 
beyond what is required under an y other agreement or contract 35 
the landowner may have with the state. 36 
 (c)  Subject to appropriation, the commission may use land 37 
management funds received pursuant to s. 380.095 for this 38 
purpose. 39 
 Section 2. Section 260.0145, Florida Statutes, is 40 
repealed. 41 
 Section 3. Section 380.095, Florida Statutes, is repealed. 42 
 Section 4.  Subsection (4) of section 17.71, Florida 43 
Statutes, is renumbered as subsection (3), and subsection (2) 44 
and present subsection (3) of that section are amended, to read: 45 
 17.71 Indian Gaming Revenue Clearing Trust Fund. β€” 46 
 (2)  Funds shall be credited to the Indian Gaming Revenue 47 
Clearing Trust Fund as provided in s. 380.095 . Funds received 48 
from such revenue-sharing payments and deposited into the trust 49 
fund are exempt from the service charges imposed pursuant to s. 50

 (3)  The department shall disburse funds, by nonoperating 52 
transfer, from the Indian Gaming Revenue Clearing Trust Fund as 53 
provided in s. 380.095. 54 
 Section 5.  Subsection (7) of section 259.037, Florida 55 
Statutes, is amended to read: 56 
 259.037  Land Management Uniform Accounting Council. β€” 57 
 (7)(a)  The LMUAC shall recommend the most efficient and 58 
effective use of the funds available to state agencies for land 59 
management activities pursuant to s. 380.095. The 60 
recommendations must be based on a review of the resources of 61 
each land management agency to determine current expenditures, 62 
including personnel costs, spent specifically on upland 63 
management activities and invasive species removal. The 64 
recommendations must include a calculation methodology to 65 
distribute the funds to the state agencies specified in s. 66 
380.095(2)(b). 67 
 (b)  The LMUAC shall adopt its initial recommendation and 68 
submit it to the Executive Office of the Governor, the President 69 
of the Senate, and the Speaker of the House of Representatives 70 
by January 3, 2027. Thereafter, the LMUAC shall update its 71 
recommendation in the biennial report developed pursuant to this 72 
section. 73 
 Section 6. This act shall take effect July 1, 2025. 74
