61	61	Be It Enacted by the Legislature of the State of Florida: 36

63	63	Section 1. Section 272.04, Florida Statutes, is am ended to 38
64	64	read: 39
65	65	272.04 Department to allocate space. — 40
66	66	(1) The Department of Management Services shall have 41
67	67	authority to allocate space to house the various departments, 42
68	68	agencies, boards, and commissions in said buildings, excepting, 43
69	69	however, the new Sup reme Court Building, for which authority 44
70	70	shall be vested in the justices of the Supreme Court. 45
71	71	(2) Notwithstanding any other law, the Governor, the 46
72	72	Cabinet officers, and the Legislature are permanent tenants of 47
73	73	the Capitol Complex. The interior space all ocated to each tenant 48
74	74	on January 1, 2025, may not be reduced or moved without express 49

90	90	Section 2. Subsection (4) of section 272.09, Florida 53
91	91	Statutes, is renumbered as subsection (5), and a new subsection 54
92	92	(4) is added to that section, to read: 55
93	93	272.09 Management, maintenance, and upkeep of Capitol 56
94	94	Center.— 57
95	95	(4)(a) Before the Department of Management Services may 58
96	96	plan for or schedule any project that impacts space occupied by 59
97	97	a permanent tenant of the Capitol Center other than the 60
98	98	Governor, the Department of Management Services must coordinate 61
99	99	with the tenant and receive the tenant's approval on the scope, 62
100	100	design, and timeline of the project. For purposes of space in 63
101	101	which the Legislature is the tenant, the Department of 64
102	102	Management Services must coordinate with and receive approval 65
103	103	from the President of the Senate or the Speaker of the House of 66
104	104	Representatives, or both, a s appropriate. For any project that 67
105	105	impacts space in which the Legislature is the tenant, the 68
106	106	Department of Management Services must consider the schedule and 69
107	107	time constraints of the Legislature, as well as the 70
108	108	Legislature's needs. 71
109	109	(b) The President of t he Senate and the Speaker of the 72
110	110	House of Representatives may design, redesign, renovate, or 73
111	111	upgrade any space allocated to his or her chamber in which the 74
112	112	Senate or the House of Representatives is the tenant without 75

125	125	approval by the Department of Managemen t Services. The President 76
126	126	of the Senate and the Speaker of the House of Representatives 77
127	127	have direct control over the utilities, including lighting, 78
128	128	heating, and air-conditioning, for any space in which the 79
129	129	Legislature is the tenant. 80
130	130	(c) The Department of Management Services must consult 81
131	131	with and receive approval from the President of the Senate or 82
132	132	the Speaker of the House of Representatives, or both, as 83
133	133	appropriate, before including in the report required under 84
134	134	subsection (3) any project that impacts any space in the Capitol 85
135	135	Complex in which the Legislature is the tenant. 86
136	136	Section 3. Subsection (3) of section 272.121, Florida 87
137	137	Statutes, is amended to read: 88
138	138	272.121 Capitol Center long -range planning.— 89
139	139	(3) In carrying out the provisions of the foregoin g, the 90
140	140	department shall request the cooperation of those state and 91
141	141	private architects, engineers , and interior designers determined 92
142	142	by the department to possess expertise or information helpful to 93
143	143	the development of a Capitol Plan and solicit and accept 94
144	144	information, suggestions, and recommendations from all 95
145	145	interested parties. The department must solicit feedback from 96
146	146	all permanent tenants of the Capitol Center, including the 97
147	147	Governor, the Chief Financial Officer, the Attorney General, the 98
148	148	Commissioner of Agriculture, the President of the Senate, and 99
149	149	the Speaker of the House of Representatives. 100

164	164	272.16 Parking areas within Capitol Center area. — 103
165	165	(2)(a) The presiding officer of each house of the 104
166	166	Legislature shall be responsible for the assignment of parking 105
167	167	spaces in its respective office building. 106
168	168	(b) The parking spaces allocated to the Legislature on 107
169	169	January 1, 2025, may not be reduced or reassigned without the 108
170	170	express consent of the Legislature. If additional parking spaces 109
171	171	become available for assignment, the Legislature has the first 110
172	172	right of refusal for the use of the parking spaces. 111
173	173	Section 5. This act shall take effect July 1, 2025. 112
