6161 Be It Enacted by the Legislature of the State of Florida: 36

6363 Section 1. Section 272.04, Florida Statutes, is am ended to 38
6464 read: 39
6565 272.04 Department to allocate space. — 40
6666 (1) The Department of Management Services shall have 41
6767 authority to allocate space to house the various departments, 42
6868 agencies, boards, and commissions in said buildings, excepting, 43
6969 however, the new Sup reme Court Building, for which authority 44
7070 shall be vested in the justices of the Supreme Court. 45
7171 (2) Notwithstanding any other law, the Governor, the 46
7272 Cabinet officers, and the Legislature are permanent tenants of 47
7373 the Capitol Complex. The interior space all ocated to each tenant 48
7474 on January 1, 2025, may not be reduced or moved without express 49
7575 consent of the tenant. If additional interior space becomes 50

9090 Section 2. Subsection (4) of section 272.09, Florida 53
9191 Statutes, is renumbered as subsection (5), and a new subsection 54
9292 (4) is added to that section, to read: 55
9393 272.09 Management, maintenance, and upkeep of Capitol 56

9595 (4)(a) Before the Department of Management Services may 58
9696 plan for or schedule any project that impacts space occupied by 59
9797 a permanent tenant of the Capitol Center other than the 60
9898 Governor, the Department of Management Services must coordinate 61
9999 with the tenant and receive the tenant's approval on the scope, 62
100100 design, and timeline of the project. For purposes of space in 63
101101 which the Legislature is the tenant, the Department of 64
102102 Management Services must coordinate with and receive approval 65
103103 from the President of the Senate or the Speaker of the House of 66
104104 Representatives, or both, a s appropriate. For any project that 67
105105 impacts space in which the Legislature is the tenant, the 68
106106 Department of Management Services must consider the schedule and 69
107107 time constraints of the Legislature, as well as the 70
108108 Legislature's needs. 71
109109 (b) The President of t he Senate and the Speaker of the 72
110110 House of Representatives may design, redesign, renovate, or 73
111111 upgrade any space allocated to his or her chamber in which the 74
112112 Senate or the House of Representatives is the tenant without 75

128128 heating, and air-conditioning, for any space in which the 79
129129 Legislature is the tenant. 80
130130 (c) The Department of Management Services must consult 81
131131 with and receive approval from the President of the Senate or 82
132132 the Speaker of the House of Representatives, or both, as 83
133133 appropriate, before including in the report required under 84
134134 subsection (3) any project that impacts any space in the Capitol 85
135135 Complex in which the Legislature is the tenant. 86
136136 Section 3. Subsection (3) of section 272.121, Florida 87
137137 Statutes, is amended to read: 88
138138 272.121 Capitol Center long -range planning.— 89
139139 (3) In carrying out the provisions of the foregoin g, the 90
140140 department shall request the cooperation of those state and 91
141141 private architects, engineers , and interior designers determined 92
142142 by the department to possess expertise or information helpful to 93
143143 the development of a Capitol Plan and solicit and accept 94
144144 information, suggestions, and recommendations from all 95
145145 interested parties. The department must solicit feedback from 96
146146 all permanent tenants of the Capitol Center, including the 97
147147 Governor, the Chief Financial Officer, the Attorney General, the 98
148148 Commissioner of Agriculture, the President of the Senate, and 99
149149 the Speaker of the House of Representatives. 100

164164 272.16 Parking areas within Capitol Center area. — 103
165165 (2)(a) The presiding officer of each house of the 104
166166 Legislature shall be responsible for the assignment of parking 105
167167 spaces in its respective office building. 106
168168 (b) The parking spaces allocated to the Legislature on 107
169169 January 1, 2025, may not be reduced or reassigned without the 108
170170 express consent of the Legislature. If additional parking spaces 109
171171 become available for assignment, the Legislature has the first 110
172172 right of refusal for the use of the parking spaces. 111
173173 Section 5. This act shall take effect July 1, 2025. 112
