17	17	WHEREAS, the Taiwan Relations Act was signed in 1979, which 6
18	18	codified into law the basis for continuous commercial and 7
19	19	cultural relations between the people of the United States and 8
20	20	Taiwan, and 9
21	21	WHEREAS, the new administration of Taiwan began promoting 10
22	22	integrated diplomacy as proposed by President Lai Ching -te, 11
23	23	which demonstrates that Taiwan is a pivotal force for stability 12
24	24	and prosperity in the Indo -Pacific, and 13
25	25	WHEREAS, after Hurricane Helene and Hurricane Milton tore 14
26	26	through Florida in September and Octo ber 2024, respectively, 15
27	27	impacting vast areas and causing casualties and damage, the 16
28	28	Government of Taiwan donated $300,000 through the Taipei 17
29	29	Economic and Culture Office in Miami to the Florida Disaster 18
30	30	Fund, and 19
31	31	WHEREAS, Taiwan is the United States' seven th largest 20
32	32	trading partner, as well as Florida's fourth largest bilateral 21
33	33	merchandise trading partner in the Asia -Pacific region, and 22
34	34	WHEREAS, the economy of Taiwan benefited by the rising 23
35	35	global demand for high -performance computing and artificial 24 

50	50	feasibility of Taiwan -Florida semiconductor industry 29
51	51	cooperation, successfully estab lishing a further connection 30
52	52	between Taiwan and Florida, and 31
53	53	WHEREAS, Taiwan and Florida signed a Memorandum of 32
54	54	Understanding on Economic and Trade Cooperation on January 9, 33
55	55	2025, embodying the determination by both countries to advance 34
56	56	toward a stronger partnership on mutual trade, industry, and 35
57	57	investment activities, and 36
58	58	WHEREAS, in November 2024, the Taiwanese Chambers of 37
59	59	Commerce of North America held its annual meeting in Fort 38
60	60	Lauderdale, which was attended by more than 500 global 39
61	61	delegates, indicating that Florida's role as a hub for trade and 40
62	62	investment in the Western Hemisphere has been widely recognized, 41
63	63	and 42
64	64	WHEREAS, since November 1, 2012, Taiwan has been a member 43
65	65	of the United States Visa Waiver Program, which enhances the 44
66	66	convenience of two-way travel for business and tourism, 45
67	67	reflecting the cooperation between the United States and Taiwan, 46

69	69	WHEREAS, the launch of FORMOSAT -7/COSMIC-2 on June 25, 48
70	70	2019, a joint United States -Taiwan collaborative space mission 49 

94	94	Taiwan continue to flourish, which were embodied in the signing 63
95	95	of the United States-Taiwan Initiative on 21st -Century Trade 64

97	97	extension of the Economic Prosperity Partnership Dialogue 66
98	98	Memorandum of Understanding for an additional 5 years, in 67
99	99	Taiwan's inclusion in the Indo -Pacific Economic Framework, and 68
100	100	in the negotiation of the United States -Taiwan Agreement of 69

102	102	WHEREAS, since the establishment of the Taipei Economic and 71
103	103	Cultural Office in Miami 1988, Taiwan has developed multiple 72
