| 10 | 10 | | WHEREAS, Steve Horton has long been recognized by the citizens of Covington for the3 |

| 11 | 11 | | vital role that he has played in leadership and his deep personal commitment to the welfare4 |

| 12 | 12 | | of the citizens of Georgia; and5 |
|---|
| 13 | 13 | | WHEREAS, he has diligently and conscientiously devoted innumerable hours of his time,6 |

| 14 | 14 | | talents, and energy toward the betterment of his community and state, as evidenced7 |

| 15 | 15 | | dramatically by his superlative service as the mayor of Covington; and8 |
|---|
| 16 | 16 | | WHEREAS, during his 35 years of service to the City of Covington, he has held positions9 |

| 17 | 17 | | such as a patrolman, lieutenant, lineman, safety risk manager, police chief, public works10 |

| 19 | 19 | | WHEREAS, Steve Horton's significant organizational and leadership talents, remarkable12 |
