A BILL TO BE ENTITLED
AN ACT
To amend Title 28 of the Official Code of Georgia Annotated, relating to the General

Assembly, so as to repeal provisions relating to the prefiling of proposed bills and2
resolutions; to make conforming changes; to provide for related matters; to repeal conflicting3
laws; and for other purposes.4
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:5
SECTION 1.6
Chapter 1 of Title 28 of the Official Code of Georgia Annotated, relating to general7
provisions regarding the General Assembly, is amended by repealing in its entirety Code8
Section 28-1-17, relating to prefiling of proposed bills and resolutions prior to each9
legislative session and administrative procedure.10
SECTION 2.11
Said title is further amended in Article 2 of Chapter 3, relating to Secretary of the Senate and12
Clerk of the House of Representatives, by revising subsection (b) of Code Section 28-3-24.1,13
relating to public distribution of legislative information in electronic format, as follows:14

"(b)  The Secretary of the Senate and the Clerk of the House of Representatives may

provide legislative information in electronic format to the GeorgiaNet Division of the
16
Georgia Technology Authority for purposes of public distribution as provided in Code17
Section 50-25-14.  The information may be provided on at least a daily basis in the most18
current format available.  The information provided may include at a minimum: available19
schedules and agenda for committee meetings; available bill and resolution status20
information; and full text of all available prefiled and introduced versions of bills and21
resolutions, including amendments and substitutes.  The information provided may include22
such other matters as will in the determination of the Secretary and the Clerk contribute to23
the purposes of this Code section.  The Georgia Technology Authority shall work with the24
General Assembly to develop a single Internet site public website for the Georgia General25
Assembly.  The content and the format of the General Assembly Internet site public26
website shall be determined by the Legislative Services Committee."27
SECTION 3.28
All laws and parts of laws in conflict with this Act are repealed.29
