A BILL TO BE ENTITLED
AN ACT
To amend Chapter 5 of Title 21 of the Official Code of Georgia Annotated, relating to

government transparency and campaign finance, so as to prohibit foreign nationals from2
contributing to candidates or campaign, independent, or political action committees; to3
prohibit candidates and campaign, independent, and political action committees from4
accepting contributions from foreign nationals; to provide exemptions for contributions made5
by members of a candidate's immediate family; to repeal conflicting laws; and for other6
purposes.7
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:8
SECTION 1.9
Chapter 5 of Title 21 of the Official Code of Georgia Annotated, relating to government10
transparency and campaign finance, is amended by revising Code Section 21-5-31, which is11
reserved, as follows:12
"21-5-31.13
(a) No foreign national shall make a contribution to a candidate, campaign committee,

independent committee, or political action committee.15

(b) No candidate, campaign committee, independent committee, or political action16
committee shall knowingly accept any contributions from foreign nationals.17
(c) Nothing in this Code section shall prohibit a foreign national from making a18
contribution to a candidate, or the campaign committee of a candidate, if such candidate19
is the spouse, child, sibling, or parent of such foreign national, nor shall a candidate or his20
or her campaign committee be prohibited from accepting contributions made by a foreign21
national who is the spouse, child, sibling, or parent of such candidate Reserved."22
SECTION 2.23
All laws and parts of laws in conflict with this Act are repealed.24
