1010 To amend an Act creating the Board of Commissioners of Irwin County, approved

1212 February 16, 1933 (Ga. L. 1933, p. 571), as amended, so as to revise provisions related to the2
1313 compensation of the board of commissioners; to revise provisions relating to appointment3
1414 of the clerk of the board of commissioners; to provide for the appointment of a county4
1515 administrator; to provide for the powers and duties of the county administrator; to revise5
1616 provisions relating to the superintendent of roads and bridges; to repeal provisions relating6
1717 to providing an automobile to the chairperson when serving as superintendent of roads and7
1818 bridges; to provide for related matters; to repeal conflicting laws; and for other purposes.8

2020 SECTION 1.10
2121 An Act creating the Board of Commissioners of Irwin County, approved February 16, 193311
2222 (Ga. L. 1933, p. 571), as amended, is amended by revising Section 6 as follows:12
2323 "SECTION 6.13
2424 (a) Each commissioner other than the chairperson shall receive an annual salary of14

2828 (b) The chairperson shall receive an annual salary of $7,200.00, payable in equal monthly

3131 (c) In addition to the salaries provided in subsections (a) and (b) of this section, the18
3232 chairperson shall receive a local expense allowance of $6,000.00 per year; and each other19
3333 member of the board shall receive a local travel expense allowance of $2,400.00 per year.20
3434 No other allowance shall be made for local necessary expenses.21
3535 (d) The chairperson or any member of the board may also serve as the county22
3636 administrator."23

3838 Said Act is further amended by revising paragraph (1) of subsection (a) of Section 6A as25
3939 follows:26
4040 "(1) The board of commissioners shall elect a clerk of the board of commissioners who27
4141 shall serve as its clerk and shall have such duties as are specified by the board and shall28
4242 hold office under the control and direction of the board and serve at its pleasure and may29
4343 be dismissed by the board at any time and a successor employed. The clerk shall keep,30
4444 or cause to be kept, proper and accurate books of minutes wherein shall appear all acts,31
4545 orders, and proceedings of the board."32

4747 Said Act is further amended by revising Section 8 as follows:34

4949 "(a) The chairperson of the board shall be the executive officer and member of said board36
5050 and shall be responsible for the conduct and administration of said office, subject only to37

5454 (b) The board shall employ a county administrator. The county administrator shall be the

5656 chief administrative officer of the county and head of the administrative branch of county40
5757 government. The county administrator shall:41
5858 (1) Be responsible to the board for the proper administration of all affairs of the county,42
5959 except as otherwise provided by law;43
6060 (2) Be accountable for any and all funds, property, or effects which may come into his44
6161 or her hands;45
6262 (3) Keep fully accurate and complete accounts in books or a book for the purpose,46
6363 wherein shall appear in detail all orders, warrants, and other proceedings drawn by the47
6464 board on the county treasury or depository, for what purpose and on what fund, and all48
6565 such orders and warrants shall be so drawn as to specify the purpose and on what fund49
6666 drawn. Such records shall be so kept as to show at all times the financial condition of50
6767 the county and shall be open to inspection by any citizen or taxpayer of the county;51
6868 (4) Keep a book of inventory of all county property, including road machinery, live52
6969 stock, chain-gang outfits, road-working tools and equipment, and every other kind and53
7070 class of property belonging to said county, together with a fair valuation of the same,54
7171 where located, in whose custody, and in what condition, which inventory shall, during55
7272 the month of January in each year, be carefully revised; and 56
7373 (5) Keep all such other books and records as may be necessary, or as the board may57
7474 order, and shall perform generally or singularly the acts and duties necessary to be58
7575 performed by him or her as county administrator, and all such other duties as said board59
7676 may require, and all and any other things that he or she can and should do to fully60
7777 exercise the duties of the office, and as will be helpful to a clear understanding of the61
7878 county's financial standing and condition, as well as for an economical administration of62
7979 the county's affairs.63
8080 (c) The board shall appoint the county administrator by a majority vote for a period of one64

8484 (d) If the board elects the chairperson of the board as the county administrator, the board

8686 shall contract with the chairperson to provide a salary separate from the amount paid for67
8787 duties as chairperson. If the board elects the chairperson of the board as the county68
8888 administrator, the board may also appoint the chairperson by a majority vote as the69
8989 superintendent of roads and bridges. If the chairperson is elected as both the county70
9090 administrator and superintendent of roads and bridges, the salary for the county71
9191 administrator and superintendent shall be encompassed in one contract."72

9393 Said Act is further amended by revising Section 11 as follows:74
9494 "SECTION 11.75
9595 The board of commissioners may at their discretion, and when they deem necessary, elect76
9696 a superintendent of roads and bridges, to be selected on the account of his or her ability,77
9797 efficiency, and knowledge and skill in practical road building or bridge building,78
9898 preference being given to a civil engineer when he or she measures up fully to the other79
9999 requirements. Said road superintendent may be elected for an indefinite period, and his or80
100100 her services may be discontinued by said board at any time they see fit so to do. The81
101101 chairperson or any member of the board may be elected as the superintendent of roads and82
102102 bridges. The superintendent of roads and bridges shall have charge of laying out, building,83
103103 locating, preparing, repairing, improving, and maintaining the public roads and bridges of84
104104 the county under orders of the board. The salary of the superintendent of roads and bridges85
105105 shall be determined by the board. If the chairperson or any member of the board serves as86
106106 the county administrator and the superintendent of roads and bridges, the salary for serving87
107107 as the superintendent of roads and bridges shall be encompassed in the county88
