44 The House Committee on Special Rules offers the following substitute to HR 119:

88 WHEREAS, censorship of speech constitutes an increasingly common and concerning3
99 practice by social media platforms; and4
10-WHEREAS, social media has an impact on youth mental health and self-esteem; and5
11-WHEREAS, bad experiences on social media may lead to negative body image issues and6
12-self-harm, especially with teen girls;7
13-WHEREAS, social media platforms have mostly failed to adopt acceptable use policies; and8
14-WHEREAS, social media may have a negative impact on issues of transparency and9
15-consumer data protection, and disclosures of internal policies and rules by social media10
16-platforms merit public scrutiny; and11
17-WHEREAS, the public's recourse to improper and inequitable treatment by social media12

21-WHEREAS, foreign government influences and ownership of social media platforms may14
22-be, in certain instances, harmful to the interests of Georgians; and15
23-WHEREAS, members of the House of Representatives shall review social media's impact16
24-on youth health and self-esteem as well as issues surrounding censorship of speech by social17
25-media platforms to determine whether legislation is in order.18
26-NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:19
27-(1) Creation of House study committee. There is created the House Study Committee20
28-on Social Media Platforms and Accountability.21
29-(2) Members and officers. The committee shall be composed of five members of the22
30-House of Representatives to be appointed by the Speaker of the House of23
31-Representatives.24
21+NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF14
22+GEORGIA:15
23+(1) Creation of joint study committee. There is created the Joint Study Committee on16
24+Social Media Platform Accountability.17
25+(2) Members and officers. The committee shall be composed of eight members as18
26+follows:19
27+(A) The Speaker of the House of Representatives shall appoint four members of the20
28+House of Representatives as members of the committee and shall designate one such21
29+member as cochairperson; and22
30+(B) The President of the Senate shall appoint four members of the Senate as members23
31+of the committee and shall designate one such member as cochairperson.24
3232 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,25
3333 issues, and problems mentioned above or related thereto and recommend any action or26
3434 legislation which the committee deems necessary or appropriate.27
35-(4) Meetings. The chairperson shall call all meetings of the committee. The committee28
36-may conduct such meetings at such places and at such times as it may deem necessary or29
37-convenient to enable it to exercise fully and effectively its powers, perform its duties, and30
38-accomplish the objectives and purposes of this resolution.31

3939 (5) Allowances, expenses, and funding.32
4040 (A) The legislative members of the committee shall receive the allowances provided33
4141 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.34
42-(B) The allowances authorized by this resolution shall not be received by any member35
43-of the committee for more than five days unless additional days are authorized. Funds36
44-necessary to carry out the provisions of this resolution shall come from funds37

4848 (6) Report.39
49-(A) The committee shall adopt specific findings or recommendations that include40
50-suggestions for proposed legislation and the chairperson shall file a report of the same41
51-prior to the date of abolishment specified in this resolution, subject to subparagraph (B)42
52-of this paragraph.43
53-(B) A report shall be filed only if it has been approved prior to the date of abolishment44
54-specified in this resolution by majority vote of a quorum of the committee. A report so45
55-approved shall be signed by the chairperson of the committee and filed with the Clerk46
56-of the House of Representatives.47
57-(C) In the absence of an approved report, the chairperson may file with the Clerk of the48
58-House of Representatives a copy of the minutes of the meetings of the committee in lieu49
59-thereof.50
60-(7) Abolishment. The committee shall stand abolished on December 1, 2023.51
49+(A) In the event the committee adopts any specific findings or recommendations that40
50+include suggestions for proposed legislation, the cochairpersons shall file a report of the41
51+same prior to the date of abolishment specified in this resolution, subject to42
52+subparagraph (C) of this paragraph.43
53+(B) In the event the committee adopts a report that does not include suggestions for44
54+proposed legislation, the cochairpersons shall file the report, subject to45
55+subparagraph (C) of this paragraph.46
56+(C) No report shall be filed unless the same has been approved prior to the date of47
57+abolishment specified in this resolution by majority vote of a quorum of the committee.48
58+A report so approved shall be signed by the cochairpersons of the committee and filed49
59+with the Clerk of the House of Representatives and the Secretary of the Senate.50
60+(D) In the absence of an approved report, the cochairpersons may file with the Clerk51
61+of the House of Representatives and the Secretary of the Senate copies of the minutes52
62+of the meetings of the committee in lieu thereof.53
63+(7) Abolishment. The committee shall stand abolished on December 1, 2023.54
