O'Neal and dedicating a bridge in his memory; and 1 for other purposes.2 WHEREAS, Pastor Spencer T. O'Neal demonstrated his commitment to teaching the Gospel,3 witnessing Christ through word and deed, and addressing the physical, psychological,4 intellectual, and spiritual needs of others; and5 WHEREAS, affectionately known as Pastor Spence, he was the lead pastor of Global Impact6 Christian Ministries in Stockbridge, Georgia; and7 WHEREAS, Pastor Spence was a man of deep and abiding faith who was licensed and8 ordained at Poplar Springs Baptist Church in Ellenwood, Georgia, by Reverend Ulysses9 Ponder; and10 WHEREAS, a transformative leader with a unique and unorthodox approach to ministry,11 Pastor Spence held a Bachelor of Business Administration in marketing from Georgia12 Southern University, a Master of Arts in Christian Counseling from Luther Rice Seminary,13 and an Executive Leadership Certification from Cornell University; and14 23 LC 39 3860 H. R. 475 - 2 - WHEREAS, co-author of No Covenant No Cookie, Pastor Spence used his desire to teach 15 and preach the Gospel to spread messages of empowerment, encouragement, and16 enlightenment; and17 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished18 Georgian be recognized appropriately by dedicating a bridge in his memory.19 NOW, THEREFORE, BE IT RESOLVED AND ENACTED BY THE GENERAL20 ASSEMBLY OF GEORGIA that the bridge on Interstate 675 over Interstate 75 in Henry21 County is dedicated as the Pastor Spencer T. O'Neal Memorial Bridge.22 BE IT FURTHER RESOLVED that the Department of Transportation is authorized and23 directed to erect and maintain appropriate signs dedicating the Pastor Spencer T. O'Neal24 Memorial Bridge.25 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized26 and directed to make appropriate copies of this resolution available for distribution to the27 family of Pastor Spencer T. O'Neal and to the Department of Transportation.28
