A RESOLUTION
Creating the House Study Committee on Workforce Innovation and Development; and for

other purposes.2
WHEREAS, Georgia has been named the Number 1 state for business for the 9th consecutive3
year; and4
WHEREAS, Georgia was named the Number 1 state for its workforce development program5
for the 13th consecutive year; and6
WHEREAS, businesses have invested billions of dollars in Georgia by establishing7
headquarters, manufacturing facilities, distribution centers, and operations throughout the8
state; and9
WHEREAS, businesses present in Georgia cover a wide variety of industries, including10
aerospace, agribusiness, arts, automotive, beverages, construction, defense, education,11
electric mobility, electric battery, energy, film and entertainment, food processing, health,12
insurance, life sciences, logistics and supply chain, manufacturing, media, sports, staffing13
services, technology, transportation, and tourism; and14 23 LC 52 0304

WHEREAS, innovation is crucial for businesses and individuals to succeed in today's
15
ever-evolving world by conceptualizing new products, processes, and ideas, approaching16
products, processes, and ideas in new ways, adapting and overcoming challenges, increasing17
efficiencies, and maximizing resources; and18
WHEREAS, study is needed to determine what innovations different industries are19
embracing that yield successes for the local, regional, and state economy, businesses, and20
individuals; and21
WHEREAS, the study of existing data and available information related to innovating the22
workforce and workplace environment available to Georgia's growing economy can be23
instructive for any needed revisions to laws in this state.24
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:25
(1)  Creation of House study committee. There is created the House Study Committee26
on Workforce Innovation and Development.27
(2)  Members and officers. The committee shall be composed of seven members of the28
House of Representatives to be appointed by the Speaker of the House of Representatives,29
including the chairpersons of the House Committees on Education, Higher Education,30
Industry and Labor, and Technology and Infrastructure Innovation.  The Speaker shall31
designate a member of the committee as chairperson of the committee.32
(3)  Powers and duties. The committee shall undertake a study of the conditions, needs,33
issues, and problems mentioned above or related thereto and recommend any action or34
legislation which the committee deems necessary or appropriate.35
(4)  Meetings. The chairperson shall call all meetings of the committee.  The committee36
may conduct such meetings at such places and at such times as it may deem necessary or37 23 LC 52 0304

convenient to enable it to exercise fully and effectively its powers, perform its duties, and
38
accomplish the objectives and purposes of this resolution.39
(5)  Allowances and funding. The legislative members of the committee shall receive the40
allowances provided for in Code Section 28-1-8 of the Official Code of Georgia Annotated.41
The allowances authorized by this resolution shall not be received by any member of the42
committee for more than five days unless additional days are authorized.  Funds necessary43
to carry out the provisions of this resolution shall come from funds appropriated to the44
House of Representatives.45
(6)  Report.46
(A)  In the event the committee adopts any specific findings or recommendations that47
include suggestions for proposed legislation, the chairperson shall file a report of the48
same prior to the date of abolishment specified in this resolution, subject to49
subparagraph (C) of this paragraph.50
(B)  In the event the committee adopts a report that does not include suggestions for51
proposed legislation, the chairperson shall file the report, subject to subparagraph (C) of52
this paragraph.53
(C)  No report shall be filed unless the same has been approved prior to the date of54
abolishment specified in this resolution by majority vote of a quorum of the committee.55
A report so approved shall be signed by the chairperson of the committee and filed with56
the Clerk of the House of Representatives.57
(D)  In the absence of an approved report, the chairperson may file with the Clerk of the58
House of Representatives a copy of the minutes of the meetings of the committee in lieu59
thereof.60
(7)  Abolishment. The committee shall stand abolished on December 1, 2023.61
