21 | 21 | | WHEREAS, Georgia has been named the Number 1 state for business for the 9th consecutive3 |

23 | 23 | | WHEREAS, Georgia was named the Number 1 state for its workforce development program5 |
---|
24 | 24 | | for the 13th consecutive year; and6 |
---|
25 | 25 | | WHEREAS, businesses have invested billions of dollars in Georgia by establishing7 |
---|
26 | 26 | | headquarters, manufacturing facilities, distribution centers, and operations throughout the8 |
---|
27 | 27 | | state; and9 |
---|
28 | 28 | | WHEREAS, businesses present in Georgia cover a wide variety of industries, including10 |

29 | 29 | | aerospace, agribusiness, arts, automotive, beverages, construction, defense, education,11 |
---|
30 | 30 | | electric mobility, electric battery, energy, film and entertainment, food processing, health,12 |
---|
31 | 31 | | insurance, life sciences, logistics and supply chain, manufacturing, media, sports, staffing13 |
---|

35 | 35 | | WHEREAS, innovation is crucial for businesses and individuals to succeed in today's |
---|

37 | 37 | | ever-evolving world by conceptualizing new products, processes, and ideas, approaching16 |
---|
38 | 38 | | products, processes, and ideas in new ways, adapting and overcoming challenges, increasing17 |
---|
39 | 39 | | efficiencies, and maximizing resources; and18 |
---|
40 | 40 | | WHEREAS, study is needed to determine what innovations different industries are19 |
---|
41 | 41 | | embracing that yield successes for the local, regional, and state economy, businesses, and20 |
---|
42 | 42 | | individuals; and21 |
---|
43 | 43 | | WHEREAS, the study of existing data and available information related to innovating the22 |
---|
44 | 44 | | workforce and workplace environment available to Georgia's growing economy can be23 |
---|
45 | 45 | | instructive for any needed revisions to laws in this state.24 |
---|
46 | 46 | | NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:25 |
---|
47 | 47 | | (1) Creation of House study committee. There is created the House Study Committee26 |
---|
48 | 48 | | on Workforce Innovation and Development.27 |
---|
49 | 49 | | (2) Members and officers. The committee shall be composed of seven members of the28 |
---|
50 | 50 | | House of Representatives to be appointed by the Speaker of the House of Representatives,29 |
---|
51 | 51 | | including the chairpersons of the House Committees on Education, Higher Education,30 |
---|
52 | 52 | | Industry and Labor, and Technology and Infrastructure Innovation. The Speaker shall31 |
---|
53 | 53 | | designate a member of the committee as chairperson of the committee.32 |
---|
54 | 54 | | (3) Powers and duties. The committee shall undertake a study of the conditions, needs,33 |
---|
55 | 55 | | issues, and problems mentioned above or related thereto and recommend any action or34 |
---|
56 | 56 | | legislation which the committee deems necessary or appropriate.35 |
---|
57 | 57 | | (4) Meetings. The chairperson shall call all meetings of the committee. The committee36 |
---|

61 | 61 | | convenient to enable it to exercise fully and effectively its powers, perform its duties, and |
---|

63 | 63 | | accomplish the objectives and purposes of this resolution.39 |
---|
64 | 64 | | (5) Allowances and funding. The legislative members of the committee shall receive the40 |
---|
65 | 65 | | allowances provided for in Code Section 28-1-8 of the Official Code of Georgia Annotated.41 |
---|
66 | 66 | | The allowances authorized by this resolution shall not be received by any member of the42 |
---|
67 | 67 | | committee for more than five days unless additional days are authorized. Funds necessary43 |
---|
68 | 68 | | to carry out the provisions of this resolution shall come from funds appropriated to the44 |
---|
69 | 69 | | House of Representatives.45 |
---|
70 | 70 | | (6) Report.46 |
---|
71 | 71 | | (A) In the event the committee adopts any specific findings or recommendations that47 |
---|
72 | 72 | | include suggestions for proposed legislation, the chairperson shall file a report of the48 |
---|
73 | 73 | | same prior to the date of abolishment specified in this resolution, subject to49 |
---|
74 | 74 | | subparagraph (C) of this paragraph.50 |
---|
75 | 75 | | (B) In the event the committee adopts a report that does not include suggestions for51 |
---|
76 | 76 | | proposed legislation, the chairperson shall file the report, subject to subparagraph (C) of52 |
---|
77 | 77 | | this paragraph.53 |
---|
78 | 78 | | (C) No report shall be filed unless the same has been approved prior to the date of54 |
---|
79 | 79 | | abolishment specified in this resolution by majority vote of a quorum of the committee.55 |
---|
80 | 80 | | A report so approved shall be signed by the chairperson of the committee and filed with56 |
---|
81 | 81 | | the Clerk of the House of Representatives.57 |
---|
82 | 82 | | (D) In the absence of an approved report, the chairperson may file with the Clerk of the58 |
---|
83 | 83 | | House of Representatives a copy of the minutes of the meetings of the committee in lieu59 |
---|
84 | 84 | | thereof.60 |
---|
85 | 85 | | (7) Abolishment. The committee shall stand abolished on December 1, 2023.61 |
