24 HR 854/AP House Resolution 854 (AS PASSED HOUSE AND SENATE) By: Representatives Huddleston of the 72 nd , Jasperse of the 11 th , Collins of the 71 st , and Smith of the 18 th A RESOLUTION Dedicating certain portions of the state highway system; to repeal conflicting laws; and for 1 other purposes.2 PART I3 WHEREAS, Mr. Keith Jackson was born on October 28, 1928, in Carrollton, Georgia, the4 beloved son of Polly Jackson and grandson of Jeff and Margaret Robison; and5 WHEREAS, a graduate of Roopville High School, where he played on the school's state6 championship basketball team, Mr. Jackson served as a guardian of this nation's freedom and7 liberty with the United States Marines; and8 WHEREAS, he attended the University of Washington and studied broadcasting, where he9 accompanied the university's rowing crew to Moscow to conduct the first live sports10 broadcast from the Soviet Union; and11 WHEREAS, Mr. Jackson brought games alive for viewers and listeners of college and12 professional football, college and professional basketball, major league baseball, auto racing,13 and the Olympics; and14 H. R. 854 - 1 - 24 HR 854/AP WHEREAS, his talent was recognized with an Emmy award and he has been inducted into 15 two sportscasting hall of fames; and16 WHEREAS, over the years, Mr. Jackson became known as the voice of football with several17 of his unique phrases still used in sports broadcasting today, including "Whoa Nellie" and18 the "Big House" to refer to Michigan Stadium in Ann Arbor and "the granddaddy of them19 all" to refer to the Rose Bowl; and20 WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this21 remarkable and distinguished Georgian be appropriately recognized by dedicating an22 intersection in his memory.23 PART II24 WHEREAS, Mr. Charlie Curry, Sr., has long been recognized by the citizens of this state for25 the vital role that he played in leadership and his deep personal commitment to the welfare26 of the citizens of Georgia; and27 WHEREAS, Mr. Curry graduated from Randolph County High School and attended Georgia28 Southwestern University and the University of Georgia before obtaining a graduate degree29 from Louisiana State University; and30 WHEREAS, he diligently and conscientiously devoted innumerable hours of his time,31 talents, and energy toward the betterment of his community and state as evidenced by his32 superlative service on the Shellman City Council and Randolph County Board of33 Commissioners; and34 H. R. 854 - 2 - 24 HR 854/AP WHEREAS, a community banker for over 50 years, Mr. Curry served as chairman and 35 president of First State Bank of Randolph County and as founder and director of Flint36 Community Bank; and37 WHEREAS, his leadership and guidance were instrumental to the Cuthbert Rotary Club, the38 Community Bankers Association of Georgia, the Georgia Bankers Association, and the39 Randolph Southern School; and40 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished41 Georgian be recognized appropriately by dedicating a bridge in his memory.42 PART III43 WHEREAS, Georgia is composed of miles of rural landscape, historic small towns, and44 abundant agricultural operations; and45 WHEREAS, the promotion of agritourism represents a readily available and effective tool46 to spur economic development; and47 WHEREAS, the Georgia Grown Trail: 98 Association, Inc., has been formed to promote,48 preserve, and develop regional agritourism from Homer to Comer in the three-county49 corridor of Banks, Jackson, and Madison Counties that are traversed by Georgia50 Highway 98; and51 WHEREAS, the portions of State Route 98 to be included in the Georgia Grown Trail: 9852 wind through three counties with miles of family owned farms, unique lodging, u-pick farms,53 farm stands, hands-on educational farm experiences, farm-to-table restaurants, and54 H. R. 854 - 3 - 24 HR 854/AP establishments dedicated to preserving and sharing local recipes, traditions, and time-honored 55 progressive crop and farming techniques; and56 WHEREAS, dedication of this route as a scenic highway will promote economic well-being57 through agritourism.58 PART IV59 WHEREAS, Representative Maretta Mitchell Taylor has long been recognized by the60 citizens of this state for the vital role that she played in leadership and her deep personal61 commitment to the welfare of the citizens of Muscogee County; and62 WHEREAS, a graduate of Williams H. Spencer High School, Representative Taylor earned63 a bachelor's degree from Albany State College and a master's degree from Indiana64 University; and65 WHEREAS, she diligently and conscientiously devoted innumerable hours of her time,66 talents, and energy toward the betterment of her community and state and uplifting the minds67 of the next generation as evidenced dramatically by her 30 years of public service as an68 educator and media specialist; and69 WHEREAS, Representative Taylor was the first African American woman elected to House70 District 94 for the Georgia House of Representatives and served on the Muscogee County71 Election and Voter Registration Board; and72 WHEREAS, her legacy of decisive and effective leadership and service to her community73 spanned four decades; and74 H. R. 854 - 4 - 24 HR 854/AP WHEREAS, Representative Taylor was recognized with numerous honors and awards, 75 including the 2000 Legislature Appreciation Award from the Georgia Association for76 Primary Health Care, the Legacy of Leadership Award and Outstanding Legislator of the77 Year for 2000 from the Professional Association of Georgia Educators, and the Rosa Parks78 Award from Columbus PUSH; and79 WHEREAS, she was an active member of numerous organizations, including the Albany80 State National Alumni Association, Assault on Illiteracy, Delta Sigma Theta Sorority,81 Columbus Georgia Chapter Links, Inc., Compatibles Social Club, Georgia Heart Fund Drive,82 Springer Children's Theater, and the United Negro College Fund Committee; and83 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished84 Georgian be recognized appropriately by dedicating an interchange in her memory.85 PART V86 WHEREAS, Representative Calvin Smyre has long been recognized by the citizens of this87 state for the vital role that he has played in leadership and his deep personal commitment to88 the welfare of the citizens of Georgia; and89 WHEREAS, Representative Smyre graduated from high school in Frankfurt, Germany, and90 earned a bachelor's degree from Fort Valley University; and 91 WHEREAS, he was elected to the Georgia House of Representatives in 1975, where his92 leadership, diplomacy, and friendship were treasured by his colleagues and his experience93 and vision earned him the title as Dean of the House; and94 H. R. 854 - 5 - 24 HR 854/AP WHEREAS, for nearly five decades Representative Smyre led the Georgia House of 95 Representatives as a consensus builder, helping to usher life changing legislation to passage96 and broker compromise on ground breaking issues; and 97 WHEREAS, over the years he has held numerous leadership roles outside of the State98 Capitol, including with Fort Valley State Board of Trustees, Omega Psi Phi Fraternity, Sigma99 Pi Phi Fraternity, Columbus Medical Center Board of Trustees, Columbus Metro Urban100 League, Liberty Theater Cultural Center, the National Black Caucus of State Legislators, the101 Georgia Association of Black Elected Officials, and the Democratic Party at the county,102 state, and national level; and103 WHEREAS, Representative Smyre's tireless dedication to others has been recognized with104 numerous awards, including two time National Legislator of the Year by the National Black105 Caucus of State Legislators, Humanitarian of the Year by the National Council of Black106 Women, and the Martin Luther King, Jr., Unity Award from Alpha Phi Alpha Fraternity, to107 name just a few; and108 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished109 Georgian be recognized appropriately by dedicating an interchange in his honor.110 H. Flippin, Sr., has demonstrated his commitment to112 teaching the Gospel, witnessing Christ through word and deed, and addressing the physical,113 psychological, intellectual, and spiritual needs of others; and114 WHEREAS, Reverend Flippin was called by the Lord over 30 years ago to lead the115 congregation of The Greater Piney Grove Baptist Church in Atlanta, Georgia; and116 WHEREAS, over the past three decades leading The Greater Piney Grove Baptist Church,117 Reverend Flippin has established numerous programs and workshops which have improved118 the spiritual and educational growth of the church and the surrounding community, including119 annual holiday giving drives, NAACP partnerships, self-help programs, Alcoholics120 Anonymous services, HIV/AIDS resources, and COVID-19 testing and vaccinations; and121 WHEREAS, under Reverend Flippin's guiding hand, numerous projects have been122 constructed to help the community, including the Grove Gardens at East Lake, a 70 unit123 affordable housing community serving seniors; the Grove Farm, a fully functioning and124 federally designated urban farm created to increase access to fresh produce for low-income125 members of the community; and the William E. Flippin Family Life Center, which offers a126 state of the art gymnasium, classrooms, and conference facilities; and127 WHEREAS, he is a proud member of the Alpha Phi Alpha Fraternity and his leadership and128 guidance have been instrumental to the DeKalb Juvenile Justice Council; and129 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished130 Georgian be recognized appropriately by dedicating a bridge in his honor.131 H. R. 854 - 7 - 24 HR 854/AP PART VII 132 WHEREAS, Deputy Tyee Browne was highly regarded by the citizens of his community and133 state and by local government officials as a person of unquestioned integrity and dedication134 to the sound principles of law enforcement; and135 WHEREAS, Deputy Browne diligently and conscientiously devoted innumerable hours of136 his time, talents, and energy toward the betterment of his community and state as evidenced137 dramatically by his superlative service as a deputy in Crisp County, Georgia; and138 WHEREAS, Deputy Browne led an exceptional career of public service, always putting139 public safety and the citizens of Crisp County first, and his inspiring commitment to the140 welfare of others stands as a shining example of the positive effect law enforcement141 professionals have on the lives and well-being of others; and142 WHEREAS, Deputy Browne made the ultimate sacrifice in the line of duty on July 5, 2023,143 leaving an indelible mark on the community as a pillar of unwavering courage, integrity, and144 selflessness in the pursuit of justice; and 145 WHEREAS, Deputy Browne exhibited extraordinary devotion to public service, outstanding146 loyalty, fine leadership, and meticulous attention to detail in all of his duties, and it is147 abundantly fitting and proper that this remarkable and distinguished Georgian be recognized148 appropriately by dedicating a road in his memory.149 PART VIII150 WHEREAS, Representative Joe Wilkinson has long been recognized by the citizens of this151 state for the vital role that he plays in leadership in this state and his deep personal152 commitment to the welfare of the citizens of Georgia; and153 H. R. 854 - 8 - 24 HR 854/AP WHEREAS, Representative Wilkinson is a fifth generation Atlantan who graduated from 154 North Fulton High School and the University of Georgia and served as a guardian of this155 nation's freedom and liberty with the United States Naval Reserve; and156 WHEREAS, he served as a member of the Georgia General Assembly from 2001 to 2017,157 representing the citizens of House District 52, and served as chairman of the House Ethics158 Committee and as a member of the House Economic Development and Tourism, Health and159 Human Services, Insurance, and Judiciary committees; and160 WHEREAS, during his tenure with the Georgia House of Representatives, Representative161 Wilkinson ushered several laws to passage, including the creation of the City of Sandy162 Springs; and163 WHEREAS, he has served on numerous nonprofit boards, including The Atlanta Community164 Food Bank, the Metro Atlanta Crime Commission, USO of Georgia, the Arts Festival of165 Atlanta, the Tommy Nobis Center, the Georgia Council for International Visitors, Sister166 Cities International, and Atlanta International Family Services; and167 WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this168 remarkable and distinguished Georgian be appropriately recognized by dedicating an169 interchange in his honor.170 PART IX171 WHEREAS, Mr. Samuel Thomas Clark has long been recognized by the citizens of this state172 for the vital role that he has played in leadership and his deep personal commitment to the173 welfare of the citizens of Georgia; and174 H. R. 854 - 9 - 24 HR 854/AP WHEREAS, Mr. Clark was born on June 22, 1948, in Dallas, Georgia, and graduated from 175 Hiram High School and attended McKenzie College in Chattanooga, Tennessee; and176 WHEREAS, he served as a guardian of this nation's freedom and liberty with the United177 States Army, worked for the railroad in Paulding County, and started Clark Ambulance178 Service in 1985, which he operated for 30 years; and179 WHEREAS, Mr. Clark was elected to serve as coroner for Paulding County in 1992 and180 adeptly served in that role until 2016; and181 WHEREAS, in 1997, he established Clark Funeral Home and Chapel and spent decades182 helping others in their times of grief and providing support and kindness with his unique183 sense of humor; and184 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished185 Georgian be recognized appropriately by dedicating a road in his memory.186 PART X187 WHEREAS, Mr. Charles Michael "Mike" Gibbs has long been recognized by the citizens188 of this state for the vital role that he has played in leadership and his deep personal189 commitment to the welfare of the citizens of Gilmer County, Georgia; and190 WHEREAS, Mr. Gibbs was born on June 12, 1951, the beloved son and stepson of Margaret191 Catherine Green Humphreys and Hunter Thornton Humphreys and son of Vernon Gibbs, Sr.;192 and193 H. R. 854 - 10 - 24 HR 854/AP WHEREAS, Mr. Gibbs worked closely with the United States Army and provided superb 194 service in supply chain sales for U.S. Army facilities across the Southeast before becoming195 the third generational owner of his family's restaurant, Mike's Ellijay Restaurant, which is196 known for its delicious country cooking, political patrons, and family-like atmosphere; and197 WHEREAS, he diligently and conscientiously devoted innumerable hours of his time,198 talents, and energy toward the betterment of his community and state as evidenced199 dramatically by his superlative and lengthy service as Chairman of the Ellijay-Gilmer County200 Water and Sewerage Authority; and201 WHEREAS, as a cherished member of his community, Mr. Gibbs will be long be202 remembered for his sense of humor and quick wit and known by many for his big heart,203 generosity of spirit, and willingness to help others; and204 WHEREAS, he earned high accolades as a multi-sport athlete and a standout football player205 at Chamblee High School and Murray County High School and was a die-hard fan of the206 Georgia Tech Yellow Jackets and the Atlanta Braves; and207 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished208 Georgian be recognized appropriately by dedicating a road in his memory.209 PART XI210 WHEREAS, the State of Georgia mourns the loss of one of its most distinguished citizens211 with the passing of Mr. Clarence Lee "Mutt" Rhodes, Jr., on May 28, 2019; and212 H. R. 854 - 11 - 24 HR 854/AP WHEREAS, born a natural leader and civil servant, Mr. Rhodes dedicated his life to serving 213 the Siloam community while working as council member from 1960 to 1964 and in 2019 and214 as mayor from 1964 to 1980 and 1996 to 2018; and215 WHEREAS, under his leadership, the City of Siloam installed the state's second FHA216 financed water system and obtained its first fire truck; and217 WHEREAS, Mr. Rhodes served as an aide to the comptroller and an aide to the Lieutenant218 Governor for the State of Georgia and on the Greene County Board of Tax Assessors and219 Board of Tax Equalizer; and220 WHEREAS, his leadership was instrumental to numerous organizations, including the221 Greene County Chamber of Commerce, Northeast Georgia Area Planning Commission,222 Greene County Historical Society, Greene County Heart Fund, Greene County Board of223 Education, Nathaniel Greene Academy Board of Trustees, Rotary Club of Greene and224 Putnam Counties, Greensboro Lions Club and Jaycees, American Legion, and the Minnie G.225 Boswell Board of Directors; and226 WHEREAS, a man of deep and abiding faith, Mr. Rhodes was an active member of Siloam227 Baptist Church, where he served as chairman of the board of deacons and Sunday school228 superintendent; and229 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished230 Georgian be recognized appropriately by dedicating an interchange in his memory.231 H. R. 854 - 12 - 24 HR 854/AP PART XII 232 WHEREAS, Mr. Neal "Waldo" McIntyre, Jr., served as a guardian of this nation's freedom233 and liberty with the United States Air Force, enlisting at the age of 18 in 1942; and234 WHEREAS, during his twenty-first mission in a B-17 as a technical sergeant and radio235 operator, his plane was shot down on March 8, 1944, over Berlin, Germany; and236 WHEREAS, he was captured by enemy forces after his parachute was entangled in a tree on237 his descent and became a prisoner of war for 14 months, suffering unimaginable conditions238 and starvation until the end of the war; and239 WHEREAS, after the war he returned home to Irwinville, Georgia, where he farmed and240 worked for the U.S. Postal Service; and241 WHEREAS, a Purple Heart recipient, Mr. McIntyre's selfless service to this nation and242 unyielding commitment to protecting the people and ideals of the United States will long be243 remembered and appreciated; and244 WHEREAS, our nation's security continues to rely on patriotic men and women, like245 Mr. McIntyre, who put their personal lives on hold in order to place themselves in harm's246 way to protect the freedoms that all United States citizens cherish; and247 WHEREAS, Mr. McIntyre embodied the spirit of service, willing to find meaning in248 something greater than himself, and it is abundantly fitting and proper that this remarkable249 and distinguished Georgian be recognized appropriately by dedicating a bridge in his250 memory.251 H. R. 854 - 13 - 24 HR 854/AP PART XIII 252 WHEREAS, our nation's security continues to rely on patriotic men and women who put253 their personal lives on hold in order to place themselves in harm's way to protect the254 freedoms that all United States citizens cherish; and255 WHEREAS, First Lieutenant Clyde Vernon Moore served as a guardian of this nation's256 freedom and liberty with the United States Army and made the ultimate sacrifice on August257 16, 1967, when he was killed during an enemy firefight in Vietnam while protecting his258 fellow platoon members from an ambush; and259 WHEREAS, a native of Irwinville, Georgia, First Lieutenant Moore demonstrated a deep260 personal commitment to protecting democracy and a willingness to sacrifice his own261 personal safety and comfort to ensure the well-being of his fellow man; and262 WHEREAS, his selfless service to this nation and unyielding commitment to protecting the263 people and ideals of the United States will long be remembered and appreciated; and264 WHEREAS, First Lieutenant Moore embodied the spirit of service and the will to find265 meaning in something greater than himself, and it is abundantly fitting and proper that this266 remarkable and distinguished Georgian be recognized appropriately by dedicating a bridge267 in his memory.268 PART XIV269 WHEREAS, Mr. Percy Scott, Jr., was born on July 6, 1949, in Fairfield, Alabama, and270 earned a bachelor's degree from Miles College; and271 H. R. 854 - 14 - 24 HR 854/AP WHEREAS, after working for Goodwill Industries in Boston, Massachusetts, Mr. Scott 272 became the first black personnel director at Cambridge Hospital before later moving to273 Georgia and becoming the first black hiring recruiter for Gwinnett County Police, Sheriff,274 Fire and Emergency Medical and Correctional Departments; and275 WHEREAS, in 1990, Mr. Scott was appointed as executive director of the Gwinnett County276 Human Relations Commission, where he helped create the first Black History exhibit in the277 Gwinnett County Justice and Administration Center atrium and diversify the workforce; and278 WHEREAS, his tireless dedication was recognized with a 2000 Martin Luther King, Jr.,279 Drum Major for Justice Award; and280 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished281 Georgian be recognized appropriately by dedicating a road in his memory.282 PART XV283 WHEREAS, Mr. Stephen Day was born in Decatur, Georgia, in 1952, and graduated from284 Georgia Tech's School of Industrial and Systems Engineering; and285 WHEREAS, through his company, Day Energy LLC, Mr. Day consulted on biomass energy286 projects and bought and sold hundreds of thousands of tons of wood waste that was287 indigenous to Georgia, which provided sustainable carbon neutral fuel for the state; and288 WHEREAS, a dedicated member of his community, Mr. Day served on several Gwinnett289 County school councils, multiple Gwinnett County waste water planning committees, and290 on the Gwinnett Board of Registration and Elections; and291 H. R. 854 - 15 - 24 HR 854/AP WHEREAS, his leadership and guidance were instrumental to the DeKalb, Gwinnett, and 292 Georgia democratic parties; and293 WHEREAS, a man of deep and abiding faith, Mr. Day was an active member and deacon at294 First Baptist Church of Decatur; and295 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished296 Georgian be appropriately recognized by dedicating an interchange in his memory.297 PART XVI298 WHEREAS, Mr. Logan James Wade graduated from the Gwinnett County Fire Department299 and worked at various fire and EMS stations before joining American Medical Response300 DeKalb County in emergency medical management; and301 WHEREAS, Mr. Wade's life was tragically cut short in the line of duty on September 4,302 2021, when, deployed as part of hurricane response efforts, his vehicle was struck while303 attending to a vehicle rendered disabled after the storm; and304 WHEREAS, he was a person of magnanimous strengths with an unimpeachable reputation305 for integrity, intelligence, fairness, and kindness, and by the example he made of his life, he306 made this world a better place in which to live; and307 WHEREAS, a compassionate and generous man, Mr. Wade will long be remembered for his308 love of cattle farming and cars, and this loyal husband, father, and friend will be missed by309 all who had the great fortune of knowing him; and310 H. R. 854 - 16 - 24 HR 854/AP WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished 311 Georgian be appropriately recognized by dedicating an intersection in his memory.312 PART XVII313 WHEREAS, after graduating from Cartersville High School in 1951, Mr. Gene R. Tilley314 attended the University of Georgia and the Woodrow Wilson School of Law; and315 WHEREAS, he worked from a very young age and was cherished by his loved ones as a316 visionary who could design and build almost anything; and317 WHEREAS, a lifelong resident of Bartow County, Georgia, Mr. Tilley immersed himself in318 improving transportation, promoting economic development, providing leadership in319 banking, and promoting technical schools and colleges; and320 WHEREAS, he was cherished by his peers and colleagues for his service as chairman of the321 Cartersville-Bartow County Chamber of Commerce and was highly respected throughout the322 state by business leaders and elected officials alike for his dedicated work ethic; and323 WHEREAS, a man of deep and abiding faith, Mr. Tilley was an active member of Faith324 United Methodist Church; and325 WHEREAS, he gave inspiration to many through his high ideals, morals, and deep concern326 for his fellow citizens, and the devotion, patience, and understanding he demonstrated to his327 family and friends were admired by others; and328 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished329 Georgian be appropriately recognized by dedicating a road in his memory.330 H. R. 854 - 18 - 24 HR 854/AP WHEREAS, Ms. Zajdowicz served as a supervisor at the Rabun County Detention Center 349 and had previously worked at Alto State Prison and at the time of her passing, was taking350 classes to obtain her EMT license; and351 WHEREAS, a graduate of Rabun County High School, Ms. Zajdowicz exhibited352 extraordinary devotion to duty, outstanding loyalty, fine leadership, and meticulous attention353 to detail in all her duties; and354 WHEREAS, she was highly regarded by the citizens of her community and state and by local355 government officials as a person of unquestioned integrity and dedication to the sound356 principles of law enforcement; and357 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished358 Georgian be appropriately recognized by dedicating an intersection in her memory.359 PART XX360 WHEREAS, Mr. Tim Howard has long been recognized by the citizens of Murray County,361 Georgia, for the vital role he has played in leadership and his deep personal commitment to362 preserving and sharing the rich history of the county; and363 WHEREAS, affectionately known as "Mr. Murray County History" by many, Mr. Howard's364 passion for local history began in fourth grade during a school field trip to the Chief Vann365 House; and366 WHEREAS, he joined the Murray County Historical Society as a high school junior in 1976367 and worked throughout his high school years to survey all of Murray County's cemeteries;368 and369 H.
