1010 To amend Article 1 of Chapter 20 of Title 45 of the Official Code of Georgia Annotated,

1212 relating to personnel administration generally, so as to require state departments, agencies,2
1313 boards, bureaus, offices, commissions, public corporations, and authorities to assess3
1414 educational, experiential, and training requirements for jobs; to identify jobs for which such4
1515 requirements can be reduced; to require efforts to reduce the number of jobs for which a5
1616 four-year college degree is required; to provide for a short title; to provide for related6
1717 matters; to repeal conflicting laws; and for other purposes.7
1818 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:8
1919 SECTION 1.9
2020 This Act shall be known and may be cited as the "Reducing Barriers to State Employment10
2121 Act of 2023."11

2323 Article 1 of Chapter 20 of Title 45 of the Official Code of Georgia Annotated, relating to13
2424 personnel administration generally, is amended by adding a new Code section to read as14

2929 The Department of Administrative Services shall:17
3030 (1) Regularly assess the educational, experiential, and training requirements necessary18
3131 for each job within each department, agency, board, bureau, office, commission, public19
3232 corporation, or authority;20
3333 (2) Identify jobs for which the educational, experiential, and training requirements could21
3434 be reduced from their present level; and22
3535 (3) Insofar as practicable, reduce the number of jobs for which a four-year college degree23
3636 is required as a condition of employment."24
3737 SECTION 3.25
3838 All laws and parts of laws in conflict with this Act are repealed. 26
