A BILL TO BE ENTITLED
AN ACT
To amend Article 10 of Chapter 3 of Title 38 of the Official Code of Georgia Annotated,

relating to state-wide first responder building mapping information system, so as to establish2
a grant program to fund the creation of school mapping data for inclusion in the state-wide3
first responder building mapping information system; to provide for standards for school4
mapping data; to provide for a definition; to provide for related matters; to repeal conflicting5
laws; and for other purposes.6
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:7
SECTION 1.8
Article 10 of Chapter 3 of Title 38 of the Official Code of Georgia Annotated, relating to9
state-wide first responder building mapping information system, is amended in Code10
Section 38-3-151, relating to definitions, by adding a new paragraph to read as follows:11
"(4)  'School mapping data' means building information, floor plans, and emergency

response plans of a public or private school system or independent private school."13

SECTION 2.

Said article is further amended by revising Code Section 38-3-153, relating to immunity from15
civil liability, as follows:16
"38-3-153.17
Subject to available funding, the agency shall establish a grant program for the provision
18
of funds to a public or private school system or independent private school to provide19
school mapping data for inclusion in the building mapping information system.  The20
agency shall be authorized to develop rules and regulations for the awarding of such grants21
and the requirements for school mapping data, which shall:22
(1)  Be in formats which are compatible with any software platforms utilized by federal,23
state, and local public safety agencies that respond to emergencies at schools and do not24
require such agencies to purchase additional software or provide payment in order to25
view or access the data;26
(2)  Be in formats capable of being printed and shared electronically;27
(3)  Be verified for accuracy through performance of an in-person examination and28
walk-through of the school campus;29
(4)  Be oriented true north, be overlaid on an aerial image, and contain a grid with x and30
y coordinates;31
(5)  Identify access points and floor plans of buildings, including, but not limited to,32
doors, stairwells, and hallways, each of which shall include any identifiers or names33
utilized by school staff and students;34
(6) Identify locations of critical infrastructure, potential hazards, and emergency35
response aids;36
(7)  Include identification of roads and buildings adjacent to the school campus; and37
(8)  Provide updates of school mapping data to federal, state, and local public safety38
agencies that respond to requests for emergency services at a specific school in a format39
compatible with software platforms utilized by such agencies.40

Local governments and agencies and their employees shall be immune from civil liability42
for any damages arising out of the creation and use of the building mapping information43
system unless it is shown that an employee acted with gross negligence or bad faith."44
SECTION 3.45
All laws and parts of laws in conflict with this Act are repealed.46
